Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
GESI Communications Consultant
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations; facilitate and document project co-creation between these organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.
SUFIA’s Assessment on Gender Equality and Social Inclusion (GESI) in fisheries in Southeast Asia and the Pacific and the organizational capacity assessments with its partners SEAFDEC and CTI-CFF have identified the need for the production of communication materials, and knowledge products on GESI in the context of fisheries in Southeast Asia and the Pacific for capacity building and outreach, using a variety of ways and materials for messaging, advocacy, and information campaigns within the organizations and externally (multi-language). There is also a need to emphasize the importance of integrating GESI considerations and approaches in fisheries projects and initiatives. These are included in the Gender and Inclusive Action Plan (GIDAP) for implemented during SUFIA LCD Activity.
The capacity building of fisheries officers and project implementers starts with an understanding of the importance of having a gender lens throughout the phases of project development, management and implementation, and monitoring and evaluation. There is also a need to document this training into a training module and a manual, to be used by technical departments and member country gender focal persons within their own organizations and constituencies.
SUFIA will collaborate with SEAFDEC and CTI-CFF, particularly with its Gender Focal Persons and Women Leaders’ Forum (WLF) Focal Persons, respectively, in co-creation and implementation of these activities, for ownership of the communications and knowledge products developed.
This Statement of Work is for a GESI Communications Consultant for the SUFIA LCD Activity GIDAP Implementation.
2. Scope of Work
The GESI Communications Consultant (hereafter referred to as the Consultant) will provide support to SUFIA LCD GIDAP implementation, under the SUFIA Project Manager’s direction and in coordination with partners, for the following activities:
2.1 Regional Workshop on Gender Integration in Small Scale Fisheries in Southeast Asia for SEAFDEC:
Develop a training module on gender integration in small scale fisheries project implementation (based on the workshop sessions);
Develop a field manual on gender integration in small scale fisheries project implementation (based on the workshop sessions);
Finalize the training module and field manual based on feedback from SEAFDEC and SUFIA.
2.2 GESI Communications Products
Produce a coffee table book (around 50 pages) focusing on the topic, Gender and Social Inclusion along the Fisheries Value Chains in Southeast Asia and the Coral Triangle. The objective of this book will be to portray who are involved in the various nodes of the fisheries VC from various countries, to emphasize the importance of why we need to integrate gender and social inclusion in fisheries projects and interventions.
Develop content for posters, multimedia and social media on various GESI topics in fisheries for advocacy and social behavioral change.
Develop a blog, other media content or write an article on the coffee table book and other products of this consultancy for publication in SEAFDEC’s Fish For The People Magazine and/or other outlets
Communicate with SUFIA partners for needed content and information
Collaborate / work with a graphic artist consultant on the communication materials needing illustrations
3. Period of Performance
The period of performance of this consultancy is from September 2021 to January 2022 (not to exceed a Level of Effort of 28 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.
4. Place of Performance
The Consultant shall perform the work remotely and shall be required to meet the workshop technical team (SUFIA and SEAFDEC Gender Team) virtually for meetings related to the development of the training module and field manual. The Consultant should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Consultant shall be responsible for performing tasks related to the development of a training module and field manual based on the Regional Workshop on Gender Integration in Small Scale Fisheries in Southeast Asia, and other GESI communications products. The following is a list of these tasks:
Preparatory stage:
Consultant will develop a concept note on GESI Communications Products (coffee table book, posters, articles) to be developed.
Development of Training Module: In collaboration with the SUFIA and SEAFDEC Gender Teams:
Consultant shall develop an outline and proposed contents of the training module on gender integration in small scale fisheries projects based on the workshop sessions.
Consultant shall develop a training module based on the outline and the materials used in the workshop.
Consultant shall address the feedback on the draft after review by SEAFDEC and SUFIA.
Development of Field Manual: In collaboration with the SUFIA and SEAFDEC Gender Teams:
Consultant shall develop an outline and proposed contents of the field manual on gender integration in small scale projects, in alignment with the training module.
Consultant shall develop a field manual based on the outline.
Consultant shall address the feedback on the draft after review by SEAFDEC and SUFIA
Production of a Coffee Table Book:
The topic will be on gender and social inclusion along the fisheries value chain. The objective of this book will be to portray who is involved in the various nodes of the fisheries value chain from various countries, to emphasize the importance of why we need to integrate gender and social inclusion in fisheries projects and interventions. SEAFDEC and CTI-CFF Women Leaders’ Forum (WLF) members will be encouraged to submit photos from the field and include a couple of paragraphs about it. The contributors will be credited accordingly and will be given a copy of the coffee table book. The book will both be available electronically and as a hard copy. Copies will be distributed to partners SEAFDEC and CTI-CFF as well as to USAID RDMA.
Production of Posters:
A poster series will be developed to advocate for the importance of GESI integration in fisheries; illegal, unreported and unregulated fishing interventions; fisheries labor; and to promote GESI in small-scale fisheries for the International Year of Small Scale Fisheries 2022.
It will be printed (TBC) and produced into multimedia for online posting.
Other communications products
An article on the coffee table book content for submission to SEAFDEC’s Fish For The People magazine or other outlets
Blog articles or other media content on products from this consultancy
Handoff/Closure of Consultancy Services:
Consultant shall provide RTI SUFIA with all documentation (proceedings/notes, group outputs, photos, etc.) generated during the Consultancy.
Consultant shall submit a Workshop Activity Report to RTI SUFIA (template to be provided).

7. Acceptance Criteria
The Acceptance of all deliverables will reside with the RTI SUFIA Project Manager (PM). The PM will work with the Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period of performance is near completion, the Consultant will provide all of the deliverables during this stage as stated above in Section 6 to the PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between RTI SUFIA and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates on the work done and report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, all consultancy services will be delivered online.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA Project Manager in Bangkok, Thailand will provide technical oversight to the Consultant. The Consultant’s main contact point will be the PM, and to whom deliverables will be submitted.
Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
