Job Advertisement: Regional Gender and Inclusion Advisor

 

Plan International is an international humanitarian, child-centered development organization, advancing children’s rights and equality for girls.

 

Position:  Regional Gender and Inclusion Advisor

Assignment duration: 1 Year Fixed- Term Contract with possibility of extension

Duty station: Countries in Asia with Plan's operational presence.

 

JOB BACKGROUND:  Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We have been building powerful partnerships for children, especially girls, for over 80 years and are now active in more than 70 countries, including 15 in Asia-Pacific.

This role will work as part of Plan International’s APAC Regional Hub to ensure the region is aligned with and helping to fulfil the organization’s global and regional strategies through the delivery of high-quality gender-transformative programming and influencing.

It will ensure that country offices in the APAC region have the skills, tools and capacities to integrate gender and inclusion principles effectively throughout their programs and advocacy. It will support the regional and global hub staff to monitor Plan’s progress towards its global and regional ambitions around gender and inclusion. It will support cross-learning and sharing of best practices among country offices, national offices and other regions.

Core role and responsibilities:

  • Coordinates the Asia-Pacific Regional Gender Network (a PII internal network) to become an effective community of practice and forum of exchange on gender equality, inclusion, and girls’ rights.
  • Serves as the primary technical liaison between Plan’s Global Gender and Inclusion Group, the Regional Gender Network and Country Office and Regional Hub management to coordinate on gender-transformative programming.
  • Ensures that country offices in the APAC region have the skills, tools and capacities to integrate gender and inclusion principles effectively across the program cycle in line with Plan International global guidance and policies.
  • Drafts or contributes to written materials for a wide variety of audiences within Plan International, and the broader development community, such as position papers and training materials.
  • Promotes data analysis and synthesizes information on gender issues related to Plan International’s thematic priorities across development and humanitarian programming.
  • Stays up-to-date on best practices and emerging trends and ensures knowledge is shared effectively across country programs.
  • Supports country offices and regional teams on proposal development when needed
  • Contributes to the regional research agenda
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

Essential

  • In-depth knowledge of, experience in and commitment to the links between gender equality, children’s rights and NGO development and humanitarian programming practice.
  • Proven experience and knowledge of gender analysis programme frameworks and their application to child-rights and gender equality programming.
  • Excellent understanding and proven experience of the practicalities of designing, implementing, monitoring and evaluating high quality programmes that promote gender equality or girls’ empowerment.
  • Strong ability to communicate theoretical concepts on gender in simple terms and to apply these to practical solutions to promote gender equality.
  • A compelling influencer, and communicator: Passionate about gender equality, inclusion and girls’ rights and able to inspire others, build consensus, and bring them together around a common agenda, with the ability to navigate a complex global organisation.  
  • Ability to design, monitor and evaluate gender equality and girls’ rights programming, based on sound gender analysis and programme practice.
  • Experience and understanding of programming cycles and key milestones and processes
  • Strong project management skills.
  • Ability to build internal and external networks across countries.
  • Adult education facilitation and training skills.
  • Excellent communication skills operating at a distance and across a wide variation in cultures.
  • Ability to work independently in a fast-paced environment meeting the needs of multiple stakeholders.
  • Excellent command of English, both speaking and writing.
  • Experience working in at least one country context in the APAC region.

 

 

Desirable

  • Master’s degree or higher in an area relevant gender and inclusion in international development.
  • Experiencing working in multiple country contexts.
  • Fluency in one or more languages commonly used in the countries in Asia-Pacific where Plan works.
