Duty Station:
RIMES Regional Facility, AIT Campus, 59 Moo 9 Paholyothin Rd., Klong 1, Klong Luang, Pathumthani 12120 Thailand.
Type of Contract:
Full-time Staff
Remuneration and Benefits:
- Montthly base salary negotiable, commensurate with qualifitions

Qualification
Knowledge:
- Master’s degree in computer science, information technology, data science, or related field
- Extensive knowledge of data processing and optimization techniques and data format conversion and normalization
- Knowledge of structured and scientific data management and visualization, data mapping and storytelling
- Strong knowledge of Data as a Service, REST API services and web services as well as data formats like GeoJson, ESRI shape files, Scientific data NETCDF, GRIB (gridded Binary), HDF
- Strong knowledge of statistics, and Knowledge of HTML, CSS, key libraries, and scripting tools like R, Python and JavaScript, D3, Tableau etc
- Demonstrable design knowledge, such as layout, typography, color, interaction design
Experience
- At least 5 years of experience in software/database development and management, and analysis tools
- Strong GIS skills (desktop, online versions) and knowledge of OGC standards and Open APIs and google earth engine.
- Experience with development of interactive visualization dashboards, portals, and mobile Apps based on online/cloud services for data and analytics.
- Proven experience as a Data Scientist or data mining or similar role with solid understanding of supervised, unsupervised learning, clustering, artificial neural networks, etc.,
- Experience using distributed data and computing tools like, MapReduce, MySQL, Hadoop, Spark, Hive, etc.
- Experience with user interaction for systems requirement, collaborative design, and feedback
- Experience in diverse database design (MySQL, Microsoft SQL, or NoSQL), and various Linux/Unix distribution platforms
- Experience in internal abstract data visualization including reporting, dashboarding, and presenting real-time analytics to enable smart decisions.
- Experience in creating and editing visual content including maps, charts, and graphs.
- At least 4 years’ experience in web-based application development in any standard platform, preferably PHP; experience in database design (MySQL, Microsoft SQL, or Access); experience in HTML5, PHP, Perl, Angular JS, JavaScript, Python, shell; adequate experience in various Linux/Unix distribution platforms
Skills and Abilities:
Excellent analytical skills and problem-solving ability; English proficiency in communication, presentation, and report writing
Personal Qualities:
Self-motivated, with ability to prioritize work, meet deadlines, and manage changing priorities; flexibility and ability to work hard independently and in a team; ability to work in a high-pressure on-call environment
Major Duties and Responsibilities:
The Web Application Development Specialist shall develop the decision support syste
for Earthquake and Tsunami applications. Specific tasks include:

- Planning, design, development, testing, and validation of new systems, solutions, and processes to meet user needs and requirements effectively and efficiently
- Working closely with the system research and development team
- Learning and customizing existing DSS tools for the Eq and Tsunami alerting
- Work as a watch stander in the 24x7 operational system for supporting RIMES member states.
- System configuration and database design and building framework for DSS
- Building web platform for Observation data collection and visualization platform
- Develop forecast visualization module for different timescale of forecast information
- Assurance of system and product reliability, scalability, extensibility, security, and performance
- Timely delivery of systems, products, and processes and regular reporting of project progress
- Documentation of system/ product development
- Implementation and seamless integration of new system with existing systems
- Testing of new technologies, approaches, and solutions, and integration into system development work
