Role Purpose:
Compliance Manager is responsible for setting up and implementing monitoring systems to assure that Raks Thai Field offices and partners are complying with agreed standards and donor/international/national standards/requirements. As such, the Compliance Manager studies and becomes fully aware of such requirements develop tools for monitoring, scoring and reporting and provides advice/consultation/training to internal and external stakeholders on how to improve compliance.
Key Accountabilities:
- Develop compliance strategies and tools to ensure that assigned programs maintain an effective compliance and ethics, to prevent and detect violations of law and other misconduct, and to promote ethical practices and a commitment to compliance with the law as well as with internal and external policies.
- Implements discussions/consultations/training for implementors to understand and improve compliance.
- Conducts regular field visits to implementing partners/offices to observe compliance practices and issues that may be related.
- Maintains scoreboard on each program implementors level of compliance/outstanding issues and shares with managers on a monthly basis. Study and create scorecard on critical risks. Consult with PQDD. Coach sub-grants.
- Monitor program compliance system to ensure their effectiveness and conduct periodic internal reviews to ensure that compliance procedures are followed.
- Coordinate with TA to implement team field visits, consolidate result and finding, initiate solutions to strengthen program impacts.
- Lead site visit to partners to assess adequacy of compliance with applicable laws and regulations and partner policies and procedures, including follow-up activities with sub recipients based on issues surfaced.
- Build capacity and support to ensure grants are managed in compliance with donor requirements; lead workshops / training for project, field staff to understand contractual obligation and donor compliance requirements.
- Oversee RQDA process, in collaboration with Program and TA team.
- Review TOR, authorize budget, and oversee external consultants.

Person Specifications:
- Able to multi-task effortlessly and manage competing priorities under demanding deadlines.
- Possess sound judgement, flexibility and agility in changing courses and solving problem swiftly
- Strong problem solving skills with being resourceful.
- Excellent in detail-orientation, highly organized with good training and presentation skills.
- High integrity / ethics, and work well with diversity.
- Fluent in Thai and English to prepare and present concise oral and written legal documents / reports.
