To strategically address the barriers to combating trafficking in persons (TIP) in Thailand, the United States Agency for International Development (USAID) has awarded Winrock International the USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) program, which aims to reduce TIP and better protect the rights of trafficked persons in Thailand in 2017. Winrock and its implementing partners works to reduce demands and incentives for trafficked labor, empower at-risk populations to safeguard their rights, and strengthen protection systems for survivors.
OBJECTIVES
Following on from findings from five roundtable discussions looking at the List of Prohibited Jobs for Foreigners, the consultant will produce a research report to be shared with key stakeholders. This report will build upon the findings from the round table discussions through combined desk research and direct engagement with CSOs, migrants and local host communities. The report will explore the Royal Thai governments regulation governing migrant’s rights to work in Thailand, to better understand how the current regulations are in line with actual migrant works situation in Thailand. It will also explore which jobs are needed in Thailand to be filled by migrants and whether these are in direct line with the policy. It will also explore how this policy is enforced and whether there needs to be an increase in job space for migrants.
Once the report is finalized, a workshop with all relevant stakeholders will be held to initiate discussions on how the jobs list can be amended to reflect these findings and labor market realities, what needs to be input into this research and how the findings can be expanded. Following on from this workshop, the consultant will develop a policy brief on findings to be shared with the Royal Thai Government. This brief will include recommendations on how MOL and Department of Employment (DOE) can revise the List of Prohibited Jobs for the Foreigners considering the collected feedback.
TASKS
Develop a detailed research design, report structure and timeline outlining the proposed methodology including research questions and final report structure, paying attention to a migrant-centered approach;
Conduct literary review and interview with key informants including migrants and/or locals;
Produce a full report in Thai with English translation covering the objectives and information mentioned above, including any information from the research development planning stage with the project.
Conduct workshop with relevant stakeholders to gather feedback and recommendations.
Final development of a policy brief based on the research report and workshop recommendations.

The research will take place from October 2021 to January 2022.

QUALIFICATIONS
The applicants should meet the following minimum requirements:
• A combination of bachelor’s degree with work experience in migration, mixed migration, labor policy, public policy, human rights, human trafficking, or other related fields
• Knowledge or understanding of social, political and economic context governing migration issues in Thailand
• Experience with NGO service provision and/or beneficiary-centered advocacy
• Strong research and analytical skills with a proven ability to publish concise, focused and easily understood report
• Proven ability to work independently to produce high-quality deliverables under tight deadlines
• Excellent interpersonal communication skills and able to demonstrate respect for people with diversity
• Proficiency in written Thai and English
