Background
World Vision Foundation of Thailand (WVFT) is a non-profit, Christian organization, dedicated to transformational development of children, families and communities. It was founded in 1974, and is currently supporting children, families and community development in 46 provinces in Thailand.
Purpose of position
The purpose of this position is to provide overall management of Monitoring, Evaluation, Accountability and Learning (MEAL), including qualitative and quantitative data collection and evidence generation on an upcoming project on forced labor investigations and prosecution. The Project MEAL Advisor will be based in WVFT’s Bangkok Office, under the supervision of the Project Manager. The Project MEAL Advisor will play a key role in the regular monitoring and evaluation of project data, including analysis and supporting reporting to the donor. With the Project Manager, they will support the project by providing guidance and general knowledge to the project team in data collection, measurement and analysis of project activities, outputs and outcomes. The Project MEAL Advisor will also support significant data generation and the development of learning products under the project.
Main responsibilities
The major responsibilities pertaining to this position include:
- Providing leadership to the project team in MEAL, by developing monitoring data collection tools, overseeing monitoring and evaluation activities, evidence generation, and learning products.
- Leads the development of evaluation design for baseline, midterm and endline evaluations, with a focus on learning and accountability including coordinating between evaluation and project implementation team.
- Collect, compile and analyzes data on a regular basis, using this to inform learning and project activities and work planning.
- Provide leadership in developing project learning and advocacy products, including learning briefs, impact reports, and case studies.
- Input and manage qualitative and quantitative data in WVFT’s internal M+E system.
- Ensure proper data monitoring and reporting against the project logframe and M+E system.
- Monitor project’s performance against planned indicators.
- Support the development of qualitative and quantitative data collection tools in support to project regular monitoring efforts and evaluation.
- Provide data as necessary to support the Project Manager report on monthly, quarterly and annual basis.
Knowledge, Skills and Abilities
- Masters degree or higher in development studies or related fields.
- A minimum of three years’ experience in project monitoring and evaluation, with a preference for grant funded projects related to migration, protection, human trafficking and prosecution.
- Experience in a broad range of qualitative and quantitative data collection tools and methods.
- Experience in developing external knowledge products based on M+E data
- Ability to travel frequently within Thailand to conduct site visits
- Proactive and ability to prioritize tasks and work under pressure and ability to be flexible and work in a fast-paced environment under competing deadlines.
- Computer proficient, with experience using Microsoft Office tools and online communication platform, mainly Zoom and Microsoft team.
- This position requires oral and written communications in both Thai and English
