To strategically address the barriers to combating trafficking in persons (TIP) in Thailand, the United States Agency for International Development (USAID) has awarded Winrock International the USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) program, which aims to reduce TIP and better protect the rights of trafficked persons in Thailand in 2017. Winrock and its implementing partners works to reduce demands and incentives for trafficked labor, empower at-risk populations to safeguard their rights, and strengthen protection systems for survivors.
OBJECTIVES
Development of a research report looking at the List of Prohibited Jobs for Foreigners. This comprehensive brief will build upon a completed overview based on feedback from migrants on the Prohibited Jobs List combined with desk research and direct engagement with target CSOs, migrants and local host communities
Lead in a workshop with CSOs and migrants to initiate discussions on the above report to ensure that the recommendations are comprehensive and reflective of migrants concerns across the country.
Development of a policy brief on findings to be shared with the Royal Thai Government and other key stakeholders. This brief will include recommendations on how the government can revise the List of Prohibited Jobs for the Foreigners considering the collected feedback.
TASKS
Develop a research design, report structure and timeline outlining the proposed methodology including research questions and final report structure, paying attention to a migrant-centered approach.
Conduct literary review and interview with key informants including migrants.
Produce a full report in Thai with English translation or vice versa covering the objectives and information mentioned above, including any information from the research development planning stage with the project.
Conduct workshop with relevant stakeholders to gather feedback and recommendations.
Develop a final policy brief based on the research report and workshop recommendations.
CONSULTANCY PERIOD
The research will take place from November 2021 to February 2022.

QUALIFICATIONS
The applicants should meet the following minimum requirements:
• A combination of bachelor’s degree with work experience in migration, mixed migration, labor policy, public policy, human rights, human trafficking, or other related fields
• Knowledge or understanding of social, political and economic context governing migration issues in Thailand
• Experience with NGO service provision and/or beneficiary-centered advocacy
• Strong research and analytical skills with a proven ability to publish concise, focused and easily understood report
• Proven ability to work independently to produce high-quality deliverables under tight deadlines
• Excellent interpersonal communication skills and able to demonstrate respect for people with diversity
• Proficiency in written Thai or English. Note that the final report and policy brief in Thai and English are required.
