FHI 360’s Civil Society and Peacebuilding Department (CSPB) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPB works with civil society to increase its credibility, visibility, and effectiveness by building its capacity to:

• Engage with local government to increase its responsiveness to citizen needs;
• Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
• Advocate for social justice, democratic reforms, human rights, and effective policies; and
• Promote peaceful solutions to conflict and support peace negotiations.

Project Description:

The USAID/RDMA Networks for Peace project will strengthen Asian initiatives that promote regional security and amplify moderate voices of peace and inclusivity in Myanmar, Sri Lanka, Thailand, as well as Cambodia, Laos, and Vietnam, through two central components. The first component will include activities to increase capacities and linkages among key influencers and networks that work to mitigate violent conflict and extremism in Asia, the second component will focus on research specifically aiming to address analytical gaps in understanding trends and attitudes in Asia related to violent conflict and extremism. 

Job Summary:             

FHI 360 is currently seeking qualified candidates for the position of Finance Manager, based in Bangkok, Thailand, to support USAID/RDMA-funded Networks for Peace project.

Under the supervision of the Chief of Party, the Finance Manager will: Manage, prepare, administer and direct the control of the budget; Manage the activities of the financial analyst staff; Review and approve recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team; Assist with development and management of internal financial audits; May develop formal reporting system to communicate results of audit activities to management and regulator y compliance agencies; Provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. 

Position Description:

Major Duties/Responsibilities:

•  Grant-related finance tasks
• Responsible for conducting grantees’ pre-award surveys and post-award monitoring;
• Reviews and processed grantee budgets, reports, and payments; 
• Ensures compliance with USAID rules and regulations and FHI 360 policies and procedures;
• Oversees the monitoring and review of sub-project financial reports to ensure compliance with sub-project budgets and FHI 360 policies and USAID rules and regulations;
• Provides training and technical assistance on financial and grants management to project staff, grantees, and other implementing partners, as needed; and
• Works with US-based Finance Manager to ensure that all subawards have sufficient funds to operate and manage pipelines to ensure against overspending versus obligations.
• Project Finance-tasks
  • Reviews and analyzes monthly financial reports regarding budgets, both actual and forecast;
  • Prepares, updates, and submits financial reports to HQ and USAID according to financial procedures.
  • Provides recommendations to and consults with project leadership on the financial health of the project;
  • Maintains financial systems for field office, project accounting, and grants finance management, including payroll, transfers, as well asreporting to local authorities, FHI 360, and USAID;
  • Prepares and reviews payments of monthly expenditures within signature authority guidelines;
  • Liaises with Finance/Business Managers in HQ regarding budget realignments, specific budget issues, and status of wire transfers and other financial transactions;
  • Responsible for the maintaining adequate financial resources in-country to support monthly program operations by submitting monthly advance request to HQ;
  • Assists with procurement solicitations and recommendations for potential providers of needed goods and services in accordance with USAID and FHI 360 rules and regulations.
  • Provide support to the internal audit functions; and
  • Supervises a Finance and Grants Officer.
• Performs other duties as assigned.

Required Experience/Skills:

• Bachelor's Degree or its International Equivalent in Accounting, Business Administration, Finance or Related Field;
• At least 5 years related experience in financial management, accounting, and/or budget management;
• Articulate, professional and able to communicate in a clear, positive manner with client and staff;
• Minimum of three (3) years of grants management experience and other agreements;
• Knowledge of USAID rules and regulations is strongly preferred;
• Past experience working with civil society organization grantees is preferred;
• Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls, and financial information systems;
• Mastery of Excel and familiarity with accounting systems and software such as QuickBooks or GFAS;
• Excellent and demonstrated project management and supervisory skills; and
• Must be able to read, write and speak fluent English.
