STATEMENT OF WORK
Sustainable Fish Asia Local Capacity Development Activity (SUFIA)
Program Assistant Consultant
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia Local Capacity Development Activity Task Order (TO) is to facilitate the organizational capacity development of two regional apex organizations, the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) and the Southeast Asian Fisheries Development Center (SEAFDEC); facilitate and document project co-creation between these two organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia.
This Statement of Work is for a Program Assistant Consultant who will provide technical support to the SUFIA LCD team in the implementation of various capacity development activities with partners, i.e. Capacity Development Action Plan (C-DAP) and the Gender and Inclusive Development Action Plan (GIDAP).
2. Scope of Work
The Program Assistant Consultant will support SUFIA LCD Activity’s on-going organizational capacity development delivery of services to partners, SEAFDEC and CTI-CFF. The Consultant will work directly with SUFIA’s Project Manager, and shall:
Provide technical support to the on-going capacity development services and activities (C-DAP, GIDAP, subaward) being implemented with SEAFDEC and CTI-CFF. The latter will be in collaboration with the OD Consultant in Jakarta.
Provide technical content in the drafting of documents for communications products including Statements of Work (SOWs) and activity plans for C-DAP and GIDAP implementation;
Provide periodic monitoring and evaluation and generate reports on capacity development progress.
3. Period of Performance
The period of performance of this consultancy is between October and December 2021 (not to exceed a Level of Effort of 35 days). All work must be completed within this timeframe. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.
4. Place of Performance
The Consultant shall perform the work remotely. The Consultant shall be required to meet the SUFIA Project Team virtually for a weekly status meeting, or more frequently, when necessary. The Consultant should have their own computing and office facilities to perform the tasks.
5. Work Requirements
As part of the SUFIA Local Capacity Development Activity, the Consultant shall support tasks for the implementation of C-DAP and GIDAP over the duration of the consultancy. Under the direct supervision of the SUFIA LCDA Project Manager, the Consultant will perform the following tasks:
Support the implementation of capacity development action plans inclusive of GESI:
Provide technical support to the on-going capacity development services and activities (C-DAP, GIDAP, subaward) being implemented with SEAFDEC and CTI-CFF.
Provide technical content in the drafting of documents for communications products including Statements of Work (SOWs) and activity plans for C-DAP and GIDAP implementation.
Support monitoring, evaluation and reporting:
Provide periodic monitoring and evaluation and generate reports on capacity development progress.
Compile documentations for SUFIA LCD MEL indicators as per MEL Plan
Provide support for the organizational surveys
Submit weekly written status updates on tasks done for the period
Handoff/Closure of Consultancy Services:
Provide RTI SUFIA LCD with all documentation generated during the Consultancy

7. Acceptance Criteria
The Acceptance of all deliverables will reside with RTI SUFIA Project Manager. The Consultant will work with the Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the PM. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has meet all assigned tasks.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall participate in SUFIA Online Weekly Meetings to update on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, all consultancy services will be delivered online.
In the case that the Consultant may be required to provide occasional in-person support to SUFIA Thailand Team and SEAFDEC in Thailand, this will be coordinated in advance with the Consultant, and will occur in full alignment with RTI and the Government of Thailand health safety policies and protocols.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work. If there is to be any travel, the Consultant is responsible for arranging their own travel arrangements to any in-person meetings in Bangkok and to use their own computer and other IT equipment to complete the work (any assignment-related travel would be arranged in coordination with RTI according to RTI travel policies, with the Consultant reimbursed for applicable travel costs).
RTI REPRESENTATIVE AND SUPPORT
The SUFIA Project Manager in Bangkok, Thailand will provide technical oversight to the Consultant and will be the Consultant’s main contact point, and to whom deliverables will be submitted.
Capability Statement: Applicants should indicate their capacity to provide the services in this SOW. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
