To strategically address the barriers to combating trafficking in persons (TIP) in Thailand, the United States Agency for International Development (USAID) has awarded Winrock International the USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) program, which aims to reduce TIP and better protect the rights of trafficked persons in Thailand in 2017. Winrock and its implementing partners work to reduce demands and incentives for trafficked labor, empower at-risk populations to safeguard their rights, and strengthen protection systems for survivors.  

OBJECTIVES

Over the past four years the USAID Thailand Counter Trafficking in Persons project worked closely with Multi-Disciplinary Teams (MDTs) in four provinces on anti-trafficking in persons activities: Chiang Rai, Trat, Surat Thani and Sakaew. The consultant will use the learnings and outputs from these activities undertaken with MDTs to develop capacity-building training guidelines and materials focusing on screening labor complaints about indicators of forced labor and investigations for potential forced labor crimes. 

The consultant will look at how MDTs work in the above target provinces, gaps in their knowledge of forced labor, and overall lessons learned to create a training package aimed at officials at provincial level working on anti-trafficking in persons. Following the completion of this package a training workshop will be held with the MDTs in the above four provinces to collect feedback on the modules. This feedback will be used to finalize the trainings that will be handed over to the Royal Thai Government to be used with MDTs across the country.

TASKS

• Work closely with USAID Thailand CTIP partners and project staff to compile outputs and lessons learned on the work undertaken with MDTs in the four provinces mentioned above.

• Attend the upcoming capacity building trainings and MDT self-assessment workshops held by USAID Thailand CTIP partners in the above-mentioned provinces to gather information on MDTs.

• Develop detailed training package design, module’s structure and timeline outlining proposed methodology, and final report structure, paying attention to survivor-centered and trauma-informed identification.

• In consultation with USAID Thailand CTIP project staff, produce training modules in Thai that is compatible with an online platform, with a content summary in Thai and English, focusing on screening labor complaints about indicators of forced labor and investigations for potential forced labor crimes.

• Lead in the training of the four MDTs in the above-mentioned provinces to collect feedback on the modules.

• Complete a final training package based on collected feedback from MDTs and other key stakeholders.

CONSULTANCY PERIOD 

The Consultancy is planned to take place from December 2021 – April 2022.

DELIVERABLES 

QUALIFICATIONS

The applicants should meet the following minimum requirements:

• Combination of bachelor’s degree with work experience in government policy, training development, migration, mixed migration, labor policy, social works, public policy or other related fields

• Experience in running training workshops is an asset

• Experience in the creation of trainings for government staff is an asset

• Knowledge or understanding of social, political and economic context governing migration issues in Thailand

• Proven ability to work independently to produce high-quality deliverables under tight deadlines

• Excellent interpersonal communication skills and able to demonstrate respect for people with diversity

• Proficiency in written Thai or English. Note that the complete modules will be in Thai and a training content and guidance summary in Thai and English.
