  1. General Background

 

Under the supervision of the Durable Solutions Officer, the incumbent’s primary role is to assist and provide support to the Durable Solutions unit by ensuring that resettlement policies are correctly implemented, and the operation is supported in establishing comprehensive protection and solutions strategies. S/he takes part in assessing cases for resettlement, conducting interviews, drafting RRFs, as well as monitoring procedural compliance and quality of case submissions.

The incumbent is also required to maintain close coordination with concerned sections within UNHCR as well as external parties such as resettlement countries, RSC, IOM and Immigration Officials.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

  1. Purpose and Scope of Assignment

 

  • Provide counselling to refugees and other persons of concern (POC) to identify the most appropriate durable solution and to enable them to make a well-informed decision.
  • Interview candidates for Assisted Voluntary Return and Reintegration (AVRR) and prepare documentation for their return, in line with AVRR SOPs.
  • Interview and prepare Resettlement Referral Forms (RRFs), in line with Resettlement SOPs.
  • Assist in updating the electronic database for resettlement, complementary pathways and AVRR in line with Standard Operating Procedures.
  • Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner.
  • Participate in Case Management and BID/BIA panels.
  • Address inconsistencies and refer allegations of fraud to the AFFP as per the 2017 Anti-Fraud Policy and the Revised Policy on Addressing Fraud Committed by Persons of Concern 10 May 2021.
  • Interview and advise on the appropriate durable solutions to be provided to POC.
  • Prepare documents relating to durable solutions.
  • Enter information into available database, in line with SOPs.
  • Perform other related duties as required.

 

3. Qualifications and Experience

 

  • 3 years relevant experience with High School Diploma; or 2 year relevant work experience with Bachelor or equivalent or higher
  • Computer Literacy
  • Diverse field experience. Experience in interviewing.
  • Database Management Experience
  • Fluency in Thai and English
