External: Partner organizations, Donors, Thai government units for regulatory reporting

Responsibilities

Summary

 

The role of the Procurement and Logistics Officer is to provide an effective central procurement functions, ensuring that SNF’s control framework and strategy is developed and maintained sufficiently to support its annual procurement needs.

Job Specific

 

Contract, Services and Supplier Reviews

  • Set-up a process of review for all Contracts, Supplies and Suppliers ensuring that maximum value for money benefits are achieved through supplier rationization, developing and Approved Supplier List.

  • Encourage effective contract management with regular reviews, development of Service Level Agreements and key performance measures

  • Build and develop good relationships with key suppliers to ensure best value for money and customer satisfaction with services provided

  • Ensure that areas of concern are identified and addressed as early as possible

  • Monitor trends in supplier and contract base and propose/implement plans to respond to such trends

 

Procurement Function

  • Ensure that the necessary training is provided to the members of the procurement team which extends to Partner’s to enable them to support the operations of the organization

  • Identify and develop procurement training for non-procurement staff including Partners

  • Engage with the relevant persons to identify the key procurement priorities and ensure that resources are assigned accordingly

  • Manage the engagement of procurement consultancy where specialist services are required or existing resources cannot meet requirements

  • Minimize the use of external procurement consultancy and deliver a value for money

  • Monitor and review expiry date of stock and report to concerned people before out-of-date by 6 months ahead and perform disposal for all scraps.

  • Control and document the receipt, handling, storage, pick-up (FEFO – First Expire First Out manner), store release and reporting of inventories to supervisor.

 

Value for Money and Reporting

  • Prepare quarterly report providing a review of procurement activities and achievements

  • Set procurement savings targets each year in collaboration with the Finance and monitor progress.

  • Other ad-hoc duties as needed

  • Degree level

 

 

Work Experience

  • Knowledge and experience of contract management and procurement activities.

  • Experience in all levels of procurement-from low cost purchases to major contract management

  • Development of controls, policies and procedures

 

 

Skills/Knowledge/Aptitude

  • Ability to communicate clearly both verbally and in writing

  • Contract negotiation skills

  • People management skills

  • Computer literacy, knowledge of MS Word, Excel and PowerPoint

  • Strong driving skills and vehicle knowledge

 

Language(s)

  • Thai proficiency

  • Basic English speaking, reading, and writing

  • Burmese or Karen an advantage

 

Motivation

  • Special interest in improving the works of grassroots organizations

  • Self-motivated, and a self –starter but able to work as part of a team

  • Committed to delivering value for money

 

Other

  • Familiarity with the border context, preferably Thailand-Myanmar border

  • Driving license needed

  • Perform other duties as assigned
