The German government’s international cooperation enterprise for sustainable development, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, operates world-wide on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand. The “Green Cooling Initiative for Thailand and Asia” project is currently looking for a Junior Advisor or Advisor.

The significance of the cooling sector in Thailand is evident through rising demands for cooling technologies and its economic contribution with the country being a production hub. At the same time, cooling technologies already account for approximately 50% of the country’s electric consumption and 20% of GHG emissions. Thailand has successfully initiated a sustainable transformation within the refrigeration and air-conditioning (RAC) or cooling sector, establishing production of green cooling technologies that use natural refrigerants and are energy efficient. It has also piloted financing mechanisms targeted at the cooling sector and enhanced the capacity development infrastructure for technicians in the sector.

With the support of BMU, the global project Green Cooling Initiative (GCI) will support Thailand in continuing its “green cooling transformation”. For this purpose, activities in Thailand will focus on enhancing end-user uptake of green cooling technologies and establishing a “green cooling community”. As a regional hub for GCI, Thailand will also lead and promote activities that enhance knowledge sharing on green cooling within the region. GCI has 3 main pillars for implementation: demonstration, sustainability of trainings, and GCI network.

  • Demonstration aims at improving access to and availability of information on the technical and economic feasibility of green cooling technologies based on pilot/demonstration projects as well as identifying opportunities to scale up the uptake of these technologies
  • Sustainability of Trainings targets at supporting dialogues on the skill advancement of technicians and experts in the cooling sector, ensuring that they are equipped for green cooling technologies and that end-users can rely on them
  • GCI Network aims at harnessing knowledge products, expertise, and experience on green cooling and using them to establish and strengthen the green cooling community within the country and the region

Responsibilities:

With supervision of and in close cooperation with the Project Lead, the Junior Advisor or Advisor will be responsible forthe implementation of activities under the pillars “Demonstration” and “Sustainability of Trainings”, including:

  • operational planning, coordination, and monitoring the progress of the activities in the specified pillars based on agreed approach and resources
  • coordinating with relevant project partners (e.g. ministries) and key stakeholders (e.g. training centers, universities)
  • coordinating the involvement of national and international experts i.e., develop terms of reference and work assignments, monitor contracts and assure quality of deliverables
  • act as focal point and advise for the sound implementation of demonstration projects and corresponding grant agreements (or other cooperation formats)
  • act as focal point to private sector stakeholders and identify opportunities for cooperation
  • contribute to the communication of key updates and developments within the project and the sector
  • contribute to the conceptualization and establishment of the GCI network
  • support reporting and knowledge management for the project
  • support in identifying and pursuing relevant business opportunities

The definitive level of responsibility will depend on the career level of the applicant. In your application, please specify whether you are applying as a Junior Advisor or as an Advisor.

For a Junior Advisor, we are looking for a candidate who preferably possesses (the equivalent of):

  • Minimum of 3 years of professional working experience in a similar context, working on climate change, energy efficiency or environmental issues
  • Master degree or equivalent related to the project
  • Ability to work independently and in teams
  • Professional experience in working in or with Thai ministries, international organizations, consulting, or advisory services
  • Sound knowledge of at least one of the following topics:
    • refrigeration and air conditioning (RAC) sector
    • private sector cooperation
    • energy efficiency
    • technical vocational education
      and willingness to develop an understanding of other topics relevant to the project
  • Sound understanding of political structures and processes in Thailand is an advantage
  • Excellent communication skills and confidence to communicate in politically sensitive contexts
  • Excellent command of Thai and English in writing and speaking; knowledge of German is an advantage
  • Experience of working in international cooperation is an advantage

For an Advisor, we are looking for a candidate who preferably possesses (the equivalent of):

  • Minimum of 5 years of professional working experience in a similar context, working on climate change, energy efficiency or environmental issues
  • Master degree or equivalent related to the project
  • Ability to work independently and in teams
  • Professional experience in working in or with Thai ministries, international organizations, consulting, or advisory services
  • Professional experience in project management and coordination
  • Sound knowledge of at least one of the following topics:
    • refrigeration and air conditioning (RAC) sector
    • private sector cooperation
    • energy efficiency
    • technical vocational education
      and willingness to develop an understanding of other topics relevant to the project
  • Sound understanding of political structures and processes in Thailand is an advantage
  • Excellent communication skills and confidence to communicate in politically sensitive contexts
  • Excellent command of Thai and English in writing and speaking; knowledge of German is an advantage
  • Experience of working in international cooperation is an advantage

This will be a fixed-term contract, starting in January 2022 and running until 30 June 2023. There is a possibility of continuing beyond this date.
