MI is an intergovernmental organization that contributes to regional cooperation and integration through capacity development, dialogue, and advocacy for the acceleration of sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion.
Founded and represented by Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, MI’s strategies are aligned with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development.
MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization, Trade and Investment Facilitation, and Sustainable Energy and Environment, while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility to cement holistic and sustainable development impacts in the subregion and beyond.
Greater Mekong Community Affair (GMCA) Director, Greater Mekong Community Affair (GMCA) Department
Reporting to The Executive Director, the GMCA Director is responsible for the promotion of the Department’s role and serves as the main focal point for leading and ensuring the three main units, namely Monitoring, Evaluation and Learning (MEL), Communication and Knowledge Management (CKM) and Partnership & Resource Mobilization (PRM).
To secure and diversify sources of fund to support MI's operations to bring long-term development results and sustainability to the GMS.
To strengthen strategic leadership and results-based management towards enhanced development synergies, regional cooperation, and GMS development.
To track and measure the changes in capacity and performances for MI's contribution to GMS development and its own institutional strengthening and facilitate evidence-based decision-making by GMS members countries and MI
To increase international and regional awareness of MI services and impacts, and to engage and empower GMS stakeholders and champions for effective knowledge building and sharing across cooperation frameworks.
To advance synergies and partnership with GMS governments and development partners for cohesive and holistic impacts for GMS
To ensure accurate management of budget for GMCA.
Resource Mobilization Partnerships and communication
Develop, update and take a lead in the implementation of resource mobilization strategy and plans for MI.
Responsible for leading the resource mobilization and fundraising activities/events and MI business model.
Identify and put the appropriate approaches and program priorities to ensure that MI receives the annual budget from the different resource mobilization teams from the program departments reached to the target set by SMT.
Explore and develop the new initiatives and upcoming opportunities from a plenty of donors and bring to the attention of the program departments and SMT for making the decision on next steps.
Investigate the trend of donor interests and highlight their inclusion and priority In the MI Business Model.
Lead the contract the Partnership’ Agreement, MoU and Grant Contract process with partners, donors and private sector.
Contribute to the bid development process and ensure its compliance with business development process.
Develop and update collaboration and partnership strategies for scaling up
program impact and diversify revenue sources.
Promote and engage MI leadership and management team for the
relationship building with the government, donors and partners.
Follow up on emerging relationships with potential funding agencies and key
partners.
Monitoring, evaluation and learning
Guide and support the organization as a whole to implement the MEL approaches, system and strategy.
Lead and Work with MEL Specialist and other departments’ directors and subject experts to develop program and or project results chains, logical frameworks and to set realistic and measurable targets for program proposals.
Consolidate the annual performance report from the different departments and units.
Communication and knowledge management
Responsible for MI’s public visibility, profile and networking by creating and facilitating the communication and knowledge management the strategies.
Assist and support the Executive Director to establish and implement effective tools and systems of the communication cross MI Departments.
Knowledgeable on Financial and Grant Management
Work closely with the finance team to review the monthly revenue and expenditure and approve the donors’ financial reports.
Ensure good relationship and communication with the MI teams including the Program Departments, Finance and Operations and MEL about grant requirements for the planning of program narrative and financial reporting.
Consolidate the annual and revised budget for GMCA Department and send to the finance.
Well management for human resource management
Provide necessary capacity development support to all supervisees in order to ensure they are fully competent to fulfil their role and tasks.
Conduct the annual staff performance plan, staff mid-term and annual performance review.
Coach advise and encourage staff to work as the team to reach organization goal.
Other tasks from Executive Director and Senior Management Team
Assign to respond another program department in case the vacancy and absent of the Director of Program Department.
PhD or Master degree in project management, leadership, management, international relations, development, or related field.
Ability to develop and write the proposals both international funding and private sector’s funding.
Have 10 years of the Senior Management NGOs, particularly the international Organizations.
High level knowledge of protocol requirements in all six member countries
Minimum of five-year experience in communication activities, protocol, building partnerships and networking
Strong skills and experience in relationship management and negotiations
Strong written and spoken English language skills
Willingness to travel within the GMS as required
Proven ability to work in a team and independently
Proficiency in Microsoft Office applications
Proficiency in any of the GMS country national languages
