The ICRC Regional Delegation in Bangkok seeks to fill the following position:
HR Officer - Compensation & Benefits, 100%, based in Bangkok
We are looking for a spirited team player with a can-do attitude to join our dynamic team.
ICRC Bangkok Regional Delegation is seeking to appoint a talented and experienced HR Compensation & Benefits Officer, reporting to Regional HR Manager. The Compensation & Benefits Officer is responsible for staff administration with a delegation or sub-delegation. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. S/he is in charge of Compensation & Benefits, leave management HRIS data management.
GENERIC ACCOUNTABILITIES AND RESPONSIBILITIES:
- Ensures that staff-management policies are applied correctly;
- Carries out administrative follow-up on HR-related issues;
- Acts as a focal point for general HR-management issues;
- Monitors and ensures compliance with local labour laws and staff regulations.
SPECIFIC FUNCTIONAL RESPONSIBILITES:
Compensation & Benefits
- Is the HRIS compensation manager for Bangkok Regional Delegation;
- In charge of the Annual Salary Review (ASR) exercise for Bangkok Regional Delegation;
- Lead start-to-end Bangkok monthly payroll, including reconciliation for all resident contract staff to outsourced company and provides support and handles payroll related questions such as employment tax, social security, monthly deductions;
- Advises and provide to sub-delegations on how to set up Strategic and generates monthly payroll for structures in Laos and Vietnam;
- Checks labour market and does salary analysis to confirm salary survey conducted by Compensation &Benefits Unit in GVA;
- Ensures the quarterly accuracy of end of service payment calculation, and reconciliation with Finance department;
- Actively participates and implements Compensation & Benefits projects if required;
- Receives loan and salary advance requests and applies Loan & Salary Advance policies;
- Prepares employees salary confirmation letters upon request;
- Changes and amends bank accounts for salary payment upon request;
- Verifies if inland perdiem needs to be adjusted on a yearly basis, documents and justifies decision with basic survey data.
Leave Management
- Makes sure all line managers and employees are properly briefed and informed on how to use the time off tool in HRIS;
- Makes sure that local public holidays are correctly reflected in HRIS time off module;
- Makes sure that time off module in HRSpace is correctly configured to reflect the holiday allowance of each employee;
- Sends out holiday balance reminder to all Line Managers on a quarterly basis;
- Provides data on sick leave statistics to staff health officer on a yearly basis (absenteeism statistics).
HRIS (HRSpace) data management
- Creates positions in HRspace;
- Updates reporting lines in HRspace whenever changes (red line and blue line);
- Makes sure that Compensation Manager information is correctly set;
- Makes sure all mobile positions provide 'UCC' information (reference made to Talent pools);
- Ensures that all vacant positions no longer in use are de-activated;
- Verifies employee data and ensures that all employees provide and update all personal data in HRspace.
- Makes sure that every employee indicates emergency contacts in HRspace.
REQUIREMENTS AND EXPERIENCE:
- University studies in HR Management. Alternatively, Business Administration studies with advanced studies in HR Management or any HR related field.
- Optimally a minimum of 3-5 years’ experience in HR position (as a file holder) in an organization / company similar in size and complexity;
- Fluent in written and spoken English; Fluent with IT application and tools.
- Robust interpersonal and communication skills, English proficiency;
- Generalist HR profile needed with strategic view but very importantly also knowing HR departments classical tasks and admin fundamentals;
