Overview
Thailand has trafficking in persons (TIP) specialised units in the Royal Thai Police, Department of Special Investigations (Ministry of Justice), Office of the Attorney General, Court of Justice, Ministry of Social Development and Human Security and the Ministry of Labour. Although all the specialised units have nationwide jurisdiction, they are all based in Thailand’s capital, Bangkok. The government is aware of the disparity of government officials’ capacity between the capital and provinces, especially in identifying, referring, and supporting victims of trafficking.
Relevant justice agencies have identified challenges in varying degrees of interpretating and implementing TIP laws when investigating, prosecuting and adjudicating TIP cases, as well as the need to enhance coordination between the justice and allied agencies. To address these challenges, the government recently established the Sub-Committee – Enhancing Competencies of Officials in Counter Trafficking in Persons. The Sub-Committee intends to develop a national competency training program for all agencies working to counter trafficking in persons (CTIP), and to set up a specialised academy for this purpose over the long term.
ASEAN-ACT has been asked by the Sub-Committee to support this initiative, commencing with a Scoping Study to review current government agency CTIP training programs and the options to establish a centralized training body. As an initial phase, ASEAN-ACT will support the foundation planning, which may lead to planning and developing the design of the competency training program.
Objectives
The main objective of this short-term consultancy is to conduct a scoping study on the establishment of a national CTIP competency training program for Thailand which will inform the development the competency training program of the above listed agencies.
The following are sub-objectives of this consultancy:
To map existing government training programs for law enforcers, prosecutors, judges, and victim service provides, including training programs focusing on CTIP. Part of the mapping exercise will include the frequency and funding allocated to the training programs.
To provide options for the development and implementation of a national CTIP competency training program, including an assessment of the feasibility of each option.
The development of a project design and plan on the selected/approved option for a national CTIP competency training program and specialized academy.
To conduct a training needs assessment at the national level and targeted/sample local-level areas. These local level areas will be provided by ASEAN-ACT.
Key stakeholders
The key stakeholder for this assignment is the Steering Committee, composed of senior management positions from various agencies including Royal Thai Police, Department of Special Investigation, the Office of the Attorney General, Ministry of Social Development and Human Security and Ministry of Labourand selected NGOs.
ASEAN-ACT and the program donor, DFAT, are also important stakeholders.
Areas of Responsibility
The consultant will work under the supervision of the Country Manager – Thailandand ASEAN-ACT team.The consultancy will be responsible for the following:
Develop an Inception Report including a methodology for the feasibility study in consultation with ASEAN-ACT.
Conduct a desk study of current CTIP training programs in Thailand, including researching secondary sources, consultations with stakeholders, interviews.
Analyse, synthesise and summarise information collected.
Prepare/write a Scoping Study in accordance with agreed outline/content and responding to objectives of this study.
Other duties as requested.
Expected Outputs
The consultancy is expected to deliver the following outputs within the agreed timeline:
Inception Report to include a work plan, Feasibility Scoping Study outline and methodology on how the study will be conducted.
Desk study of existing government training programs for law enforcers, prosecutors, judges, and victim service provides, including training programs focusing on CTIP.
Scoping Study brief/draft and final Scoping Study report.
A high-level competency training program project design and plan on the recommended option.
Qualifications
Over 5-years' experience in development-related area, program design, program management or program implementation.
An excellent understanding of trafficking in persons issues within the ASEAN region.
Ability to a provide clear, succinct, and quality report in either Englishor Thai.
Strong research, consultation, and analytical skills.
Desirable
Post graduate degree (or equivalent university degree and experience combined) in social science, ASEAN studies, public policy, statistics, or relevant areas.
Knowledge and experience in capacity development and/or developing training programs.
Knowledgeable in trafficking in persons, including background knowledge of Thailand legal and organisational framework, criminal justice system and counter trafficking multi-disciplinary function and mechanism.
Duration: Up to 45 input days between February to March 2022

Location:Homebase and travel required within Thailand
