Humanitarian Affairs Advisor
Based in Bangkok
The ICRC regional delegation in Bangkok provides assistance to victims of violence and works with authorities in order to improve the conditions in detention facilities. It is covering operations in Thailand, Cambodia, Laos and Vietnam. It also endeavors to promote and to strengthen humanitarian law and universal humanitarian principles.
The Bangkok Humanitarian Affairs department is opening a full-time position as Humanitarian Affairs Advisor, to support with multiple files in Cambodia, Vietnam, Laos, Thailand, and Myanmar. Main responsibilities:
The Humanitarian Affairs Advisor will contribute to develop the ICRC’s strategy and efforts in terms of humanitarian diplomacy, multilateral affairs and policy in the sub-region, including the hub for global diplomacy in Bangkok. In doing so, s/he will improve the level of knowledge and acceptance of humanitarian concerns, international humanitarian law, other relevant norms and principles in the sub-region and within international/regional institutions.
General Duties:
- Assisting in developing the ICRC’s global/regional/national roadmap for humanitarian diplomacy, multilateral affairs and policy in the Mekong region and towards the diplomatic hub in Bangkok;
- Providing written analyses on the political, security, social and humanitarian environment in the region and concerned countries, as well as targeted research on issues of interest for the ICRC;
- Developing humanitarian diplomacy projects and dialogues on an annual basis;
- Ensuring a dialogue on key humanitarian topics and contexts at all relevant levels with governments, multilateral agencies, diplomatic missions, and humanitarian actors
- Establishing and maintaining a comprehensive stakeholder database, by helping in the identification and mobilization of key interlocutors, while maintaining a working contact with key officials at all relevant levels;
- Responding to government, non-government and third-party consultations related to bilateral or multilateral matters of interest to the ICRC;
- Creating, prioritizing and helping to manage external speaking opportunities for ICRC representatives including at the highest level;
- Preparing and/or attending conferences, seminars and bilateral meetings, which may involve research work, speech-writing, speaking points, reporting and follow-up;
- Organizing face to face and virtual conferences
- Assisting the Head of Humanitarian Diplomacy and Management to draft analyses, general and specific objectives within the framework of the annual Planning for Results exercise;
- Liaising with other ICRC departments, at Headquarters and ICRC Delegations as necessary;
- Supervising internships;
- Monitoring, researching, evaluating and reporting on the effectiveness of ICRC’s stakeholder relations, making recommendations to bring appropriate improvements.

Your profile
- Bachelor’s degree or equivalent
- High level of digital literacy and strong command of Microsoft Office
- Excellent understanding of humanitarian issues in Thailand, Myanmar, Cambodia, Lao, and Vietnam
- Strong organizational and communications skills
- Professional level spoken and written English and Thai
- 3-5 years of experience in humanitarian or development work with international organizations, embassies, INGOs, or national governments
