Regional Integrated Multi-Hazard Early Warning System (RIMES) is an international and intergovernmental institution that is owned and managed by its 48 Member and Collaborating States for building capacities in the generation and application of user-relevant multi-hazard early warning information. RIMES was established on 30 April 2009 through the signing by collaborating countries of the RIMES regional cooperation agreement. RIMES was registered with the United Nations under Article 102 of the UN Charter on 1 July 2009. RIMES operates from its regional early warning center, located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.
Position Title : Procurement Specialist / Officer
Contract Type : Full - Time Contract
Duty Station : RIMES Regional Facility, AIT Campus, Khlong 1, Khlong Luang, Pathumthani 12120 Thailand
Minimum Qualification :
Knowledge
- Master’s degree in a relevant field e.g., project management, business administration, engineering, commerce, law or procurement. Knowledge of the markets on ICT goods and consulting services)
Experience
- 5 years of relevant direct experience performing technical procurement and contract management duties.
- Demonstrated experience expertise procuring product, services & consulting in the private and publics sectors, ideally procuring in accordance with the World Bank's or other multilateral development organizations' policies and procedures.
- Knowledge of concepts, principles and practices governing international procurement, as well as the capacity to transform concepts into operational work, including but limited to value for money (VFM), sustainable procurement, strategic, market analysis, and contract management
- Capacity to work sensitively in a multi-cultural environment and develop effective relationship with partners and coworkers.
Skill and abilities
- Excellent English language writing, communication and negotiating skills
- Excellent computer applications such as MS Office (Word, Excel, and PowerPoint),data base management as well as familiarity with WB Procurement systems (STEP) or other similar Procurement software is a plus.

Major Duties and Responsibilities:
The Procurement Specialist shall be responsible for:
- Development and implementation of RIMES procurement and contracts management plans and contracting strategies for goods, consulting, and non-consulting services, as well as contract management plans with RIMES procurement standards.
- Coordinate with Procurement Specialist and Project Director of World Bank CARE project in developing, monitoring and implementing the Procurement Plan ensuring timely completion of all procurement activities.
- Support the Procurement Specialist in use of the World Bank's Systematic Tracking of Exchanges in Procurement (STEP).
- Support Procurement Specialist in developing, preparing and issuing documents required for the different stages of procurement cycle in accordance with RIMES procurement processes and in compliance with the World Bank’s procurement regulations.
- Support the Procurement Specialist to develop, prepare and issue documents required for the various stages of the procurement cycle in collaboration with Technical Leads and the Project Director including EOIs, RFQs, RFPs, bid documents, evaluation reports, minutes of negotiations, contract award, contracts, as well as various internal processing documents required to facilitate decision making, in accordance with RIMES procurement processes and in compliance with the World Bank’s procurement regulations.
- Assist RIMES Technical Leads and Project Coordination teams in developing generic and policy-compliant terms of reference and procurement specification, if applicable.
- Assist the Procurement Specialist prepare quarterly procurement management reports. Keep track of the progress of procurement activity by regularly revising procurement strategies and maintaining a contract roster
- Support the Procurement Specialist to convene meetings with contractors as needed for negotiations, for the identification and early resolution of potential disputes.
- Assist the Project Director and the Head of the Operation Support Department in handling the contractual aspects of the project (such as initial requests, authoring contracts, negotiating the contract, approving the contract, execution of the contract, obligation management, revisions and amendments, auditing and reporting, contract renewal).
- Develop the action plan that take into account the World Bank’s and government’s commitments to anti-corruption, quality assurance and transparency in the procurement of goods and services.
- Assist with various audit reviews by ensuring that procurement documents are filed efficiently that the procurement cycle is tracked completely. Extensive comments on project audit reports relating to procurement and contracts management as well as the implementation of corrective actions, where appropriate
Salary package : Salary base on experience , Housing Allowance 20 % of base salary, Health Insurance, Life Insurance, Saving program where RIMES matches employee contribution of 5 % of base salary.
