Position: Disaster Risk Management (DRM) Manager
Assignment duration: Fixed-Term 7 months Contract
Duty station: Chiang Rai
JOB Purpose:
To lead and manage Plan Thailand disaster risk management (DRM) program including overall management of the Safe and Resilient Schools project (SS), and overseeing disaster preparedness and response activities of Plan Thailand and partners in line with the Plan Thailand’s Country Strategy Program (CSP) and Plan International’s global DRM strategy.
Technically support related staff/partners for successful implementation of DRM projects, particularly Safe and Resilient Schools, through Plan’s Child Centered Community Development (CCCD) process.
TYPICAL RESPONSIBILITIES:
Planning
- In line with Plan Thailand Country Strategic Plan, develop the Long/Short term plan and Action plan with budget for Plan Thailand’s portfolio of DRM related programs, specifically the current Safe School project
- Develop project outlines and annual plans
- Identify the content, methodology, risk, opportunity, and strategy for implementation plan of DRM related projects/programs
Implementation & management
- Lead the project implementation for Plan Thailand DRM portfolio, most notable the Safe School project, in coordination with APAC’s focal points and donors and in accordance with Plan’s CCCD approach
- Provide / facilitate training related to CSS / DRR / DRM for Plan Thailand staff as well as partners in project areas
- Oversee Plan Thailand’s disaster preparedness and response (including managing and building capacity of Plan Thailand’s Emergency Response Team), utilizing Plan disaster preparedness documents and assessment tool
- Lead, manage, and also initiate / facilitate the process of partners selection and recruitment for the project implementation and closely works with the selected partners to train/provide technical advise/facilitate the development of project framework, work procedure, standard, polices, and other related conditions in order to build capacity, deliver the efficient/effective result, and achieve the goal.
- Technical leadership on CSS and DRM for Plan Thailand
- Active engagement in policy dialogue and advocacy with government sectors, networks, and civil society stakeholders at all levels on child centered CSS, DRR and DRM
- Oversee the partner’s implementation/management program and supervise the task and performance of Safe School team to ensure quality implementation
- Management of portfolio of programmes and activities: programme cycle management, staff management and financial management.
Monitoring, Evaluation and Reporting
- Lead the planning of the assessment / monitoring of the Safe School and DRM related reprojects
- Monitor the progress of the program: actual vs. plan (objectives and expenditures)
- Monitor and evaluation the effectiveness of Plan’s projects including partner performance for project development and assist the Program Director/ Program Unit Manager in the development of project’s progress reports, mid-term and final evaluation as well as financial report in coordination with the concerned staff both within Plan and the partners.
- Togather with the partners and communities/ schools, carry out the assessment of the project intervention
- Communicate with program team and resource mobilization team effectively; respond donor’s query, coordinate their field visit and monitor the project to be implemented with quality during and after the project implementation
- Facilitate the visit of Plan and non-Plan visitors.
- Monitor the progress of the project activities either done directly by Plan or by partners and maintain the progress log in Plan’s reporting system, i.e. (PMERL).
- Submit timely progress and financial reports on Safe School and DRM related projects to program team, donors and national funding organizations
- Prepare updates and reports to GH, APAC and others on Plan Thailand DRM related works as requested by the Country Director.
Resource Mobilization
- Together with RM team, prepare project proposals and raise funds for DRM work in Thailand (Disaster Risk Management, Disaster Risk Reduction, and Safe and Resilient Schools)
- Suggest donor agencies
Representation and coordination
- Act as a focal point for CSS, DRM, and disaster response & preparedness for Plan Thailand
- Represent Plan Thailand in the national CSS/DRM forum
- Act as a focal point on DRM and DRR for Plan Thailand in APAC DRM team
- Engage in advocacy with government sector and civil society stakeholders at all levels on child centered DRR and CSS
Others
- Promote networking, partnerships and other resources to support Plan Thailand interventions
- Support Plan Thailand collaboration with the government, UN, and NGOs on DRM/DRR/CSS issues.
- Liaise and develop networks with IOs, NGOs and government agencies for the purposes of information exchange, strategic operations and advocacy on of DRR/DRM/CSS issues.
- Manages, motivate, develop, coach, and monitor team performance and drive them to achieve the performance expectations/ Standard
- Perform other tasks as assigned
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
Qualifications and experience
- Master degree in Social Science, Development, Environment/climate change or disaster risk management or related fields
- 3-5 years’ experience in Program management (situation analysis; planning; implementation, management, monitoring; and assessment/evaluation) of comprehensive schools’ safety and disaster risk reduction project or other development projects that relate to disaster management, environment protection or climate change and at least 3 years at management level
- Experience in setting up policies/ systems/ procedures for strengthening internal organization preparedness is desirable
- Relevant program experience in humanitarian response for example in either / or education in emergencies / protection in emergencies / food crisis or flood management would be an asset
- Some experience in working for a multi-cultural organisation will be an advantage
- Facilitation skills: group discussion and other participatory tools & techniques for situation analysis, planning, monitoring, and assessment/evaluation.
- Good command of both spoken and written English
- Good communication skills: able to communicate effectively to achieve business goals
- Good Team working and networking skills
