Community Partners International (CPI) is a U.S. nonprofit organization working in partnership with conflict-affected, hard-to-reach and underserved communities in Southeast Asia to expand access to quality health services and generate the resources, local capacity and coordination necessary to meet their own health, learning, and development needs. CPI’s Asian headquarters are located in Yangon, Myanmar, and the organization maintains field offices throughout Myanmar.

The HR & Admin Manager reports the Program Director (technically reports to HR & Admin Director) while overseeing HR Operations, Recruitment & Selection, and Compensation & Benefits, Learning & Development, Talent Management, and Policy Implementation. The HR Manager is also responsible to make sure that all HR practices are in compliance with country Labor Law. The HR Manager is also responsible to support HR/Admin Director in developing HR strategies, Employee Handbook and Standard Operating Procedures (SPOs).

 

Recruitment & Onboarding

  • To establish a recruitment system and help with implementation
  • To establish a proper orientation system and make sure that orientations are organized effectively
  • Make sure that new staff members sign all the required documents such as Standard of Conduct, and fill all the necessary forms during the orientation/ induction

 

HR Operations

  • Prepare contract and TOR for staff and consultant that are compliant with Thailand labor law and CPI policies
  • Oversee maintenance of an online HR information system, ensuring that data is accurate and up to date.
  • Ensure that effective employee separation procedures are in place, and conduct exit interview as and when necessary. 
  • Make sure staff performance appraisals are implemented according to policies
  • Handle all staff complains to issue in a confidential sensitive

 

Compensation & Benefits

  • Review and manage all payroll administration, staff benefits and medical assistance
  • Review and manage staff personal income tax, and social security

 

Learning & Development

  • To analyze training needs through Performance Review, and development annual training planner
  • To develop L&D Database for proper recording

 

Talent Management

  • Provide professional orientations on Performance Appraisal to all staff members
  • Make sure staff performance appraisals are implemented according to policies, and given professional orientations 

 

Employee Relations

  • To develop programs on employee relations and other organizational initiative to build a strong employee relation 
  • To make sure that Complaint Mechanism is well implemented throughout CPI Offices
  • Handle all staff complains to issue in a confidential sensitive manner
  • Work with HR/Admin Director to establish a platform/ platforms to promote open dialogue

 

Administration

  • Responsible for the visa application for the staff members
  • Will be the main focal to oversee the Maesot Office operations
  • Responsible to do the travel & accommodation arrangements for the staff

 

ESSENTIAL SKILLS

  • Master’s degree in Business administration/Human resources or related field
  • At least 5 years’ experience in related position and NGO work is a plus
  • Excellent verbal and written communication and presentation skills, in both Thai and English.
  • Knowledge and experience of the process for handling visa Application process in Thailand.
  • Ability to build strong relationships with staff at every level, influencing and persuading others when necessary.
  • Excellent organizational, planning and analytical skills with attention to details, demonstrated sound judgment and ability to manage simultaneous priorities under deadlines
  • Experience of working in a multicultural
  • Ability to apply discretion and handle and sensitive confidential information
