Background
Oxfam in Thailand is part of the broader Oxfam Asia platform. The Oxfam legacy project team in Thailand works in collaboration with strategic partners to advocate for reducing inequality, promote sustainability of the food system, and gender equality. The Food Justice Team now operates influencing projects on sustainable food production and consumption, and sustainable fisheries. Our critical approaches are consumer campaigning, private sector engagement, and CSO coalition strengthening.
Oxfam in Thailand has partnered with BioThai Foundation and the Foundation for Consumers, under the project “Consumers and Retailers Driving Sustainable Food Market in Thailand in the Seafood, Chicken and Banana Supply Chain.” This four-year project runs from 1 January 2018 to 31 December 2021. The project’s overall objective is to enable an overall food market transformation in Thailand that requires environmentally sustainable and socially ethical production and food safety as standards of production. The project’s specific objective is that urban consumers and retailers in Thailand drive the development of a food market system that increases sustainable food consumption, particularly in the seafood, banana and chicken chains.
The project is funded by the European Union (EU), the Swedish International Development Cooperation Agency (Sida) and other Oxfam affiliates. As Thailand programme implementation comes to an end on 31 December 2021, now until 31 March 2022 will be the time for final reporting and programme close-out in light of the board’s decision to phase out programme operation in Thailand. Therefore, Oxfam is looking for a consultancy to support the conducting of final evaluation, final reporting and project data management during the programme close-out phase.
Scope of service
The consultant will support: 1) the preparation of final reports of the SWITCH Asia & Sida contracts, 2) coordination and organization of the project’s final review meeting,
3) support the SWITCH Asia project’s final evaluation on project data for the evaluator and coordination, and 4) THAB30 project data management, archiving & OPAL, in line with the detailed programme close-out plan and timeline enclosed.
1) Write-up of final narrative reports for the SWITCH Asia & Sida contracts
Tasks include: Collecting the Project Team's input; reviewing the partner’s report; consolidating Oxfam team's and partner’s input into one reports in accordance with the donors’ required formats; producing the draft reports that include key analysis in terms of achievements, results, obstacles, solutions, and learning as well as qualitative and quantitative information at activity level; addressing feedbacks and questions from management’s and contract oversight’s review to complete the reports; prepare related annexes; working on no. of units & variance explanation for the final financial reports.
2) The project’s final review meeting
Tasks include: Lead coordination with partners and project stakeholders; work with the FJ PC and Thailand Advocacy and Campaign Lead to design the final review meeting agenda and process, lead the organization of final project review meeting tentatively in the 3rd week of January 2022.
3) SWITCH Asia project’s final evaluation
An external evaluator is currently being recruited. The MEAL consultant will support the project final evaluation in terms of project data gathering to support the evaluator’s literature review, as well as identification of key contacts and informants and coordination for data collection and interviews.
4) THAB30 project data management, archiving & OPAL
Tasks include: THAB30 OPAL update especially budget phasing & milestones; preparation for THAB30 OPAL project closure by drafting up the project closure report; uploading key project documents for activities, products, materials & outputs, photos, and contacts to THAB30 Box folder & OPAL project.
Duration
The provision of service is to commence as soon as possible and will end on 25 March 2022, unless this Agreement is terminated early in accordance with the terms of this Agreement.
A total number of working days will not exceed a maximum of 30 working days. The consultant will keep and submit timesheets to support fee charge and payment.
Fees, expenses and payment conditions
4.1 Payment term: the monthly service fee is payable 15 days after the service is completed upon an invoice and timesheet to Oxfam. *Please note that the agreed fee is subject to 7% VAT, if applicable, and that Oxfam deducts 3% withholding tax on fee.
4.2 The agreed consultancy fee includes an amount in respect of general overheads, which would reasonably be expected to occur in the provision of consultancy services. These include, without limitation, telephone calls, stationery, photocopying and printing.
4.3 In accordance with the Expenses Summary for Consultants, Oxfam shall reimburse those reasonable expenses necessary for the proper performance of service, provided these are agreed in advance and that you provide all relevant receipts.
