Winrock International is currently seeking proposals from qualified firms and/or individual contractors to develop an analysis to determine options for the sustainability of USAID Thailand CTIP program activities.
Strategy for USAID Thailand CTIP Program Sustainability
Background
As the USAID Thailand CTIP project will conclude in September 2022, the project is exploring pathways to ensure the long-term sustainability of its activities following the conclusion of the project. The project is seeking consultant(s) with expertise and experience in international development and digital innovations to conduct an analysis covering four activities, including:
Doc2Work: A blockchain-enabled digital platform that supports migrants’ application for documentation to be regularized. A video of the application is available here, and the application is available for download through the Google Play Store here.
MayDay LINE chat groups for workers: USAID Thailand CTIP currently operates LINE chat groups that share news and updates on policy changes and COVID-19 controls relevant to workers in Burmese, Khmer, Lao, and Thai.
Connectivity at Sea Technology: A technology that allows communications at sea.
Photo exhibit: A virtual storytelling photo exhibition platform that tells stories of migrant workers in Thailand. Information about the project, activities in the fields as well as interactive materials to learn more about migrant workers are also available online.
Objectives
The selected contractor will conduct an analysis to determine sustainability options for USAID Thailand CTIP activities. This analysis will be informed by a review of project documents and interviews with project stakeholders. The analysis should aim to determine pathways and recommendations for the sustainability of each activity, at a minimum covering the following aspects:
Assessment of stakeholder interest in the activities and commitment to pay;
Identified and prioritized options to hand over the operations and maintenance of the activities to other stakeholders. For example:
Options to handover to NGOs or government agencies;
Options get user fees covered by employers, employment agencies, recruitment agencies in sending countries; and
Options to cover costs through ads, sponsors.
Other options to cover costs (if not covered in (b)) – for example, adaptation to the activities; and
For activities with digital platforms (e.g., Doc2Work, MayDay), recommendations related to data privacy and security, such as data storage, access to data, compliance with data laws in Thailand and elsewhere (if relevant).
Responsibilities
Develop workplan and analysis scope. Based on their expertise, the contractor may propose additional aspects to be included in the analysis beyond those listed above.
Data collection. Data collection will be primarily based on documentation review and in-depth interviews with relevant project stakeholders (e.g., tech developer, project staff, or any other stakeholders with relevant expertise in the above subject areas).
The USAID CTIP projects will support the contractor in organizing the interviews and will provide documents as requested, but the contractor will be responsible for developing the questionnaire and key informant interviewee list.
Draft and edit analysis. The analysis should demonstrate the method taken to identify the possible pathways for program sustainability and assess the benefits and limitations of each pathway.
Workshop sustainability pathways. The contractor will be expected to organize a workshop with USAID Thailand CTIP project team and other stakeholders (if relevant) to discuss and decide on sustainability pathways.

Payment and Payment Schedule
Payment will be made upon timely submission of satisfactory deliverables per agreed work plan, and approval of the contractor’s supervisor. The payment will be made in four tranches after all the deliverables have been met.
The payment schedule is subject to negotiation between Winrock and selected contractor.
The proposed payment schedule for the review is as follows:
20 % upon approval of workplan, data request, and interview plan
40% upon approval of draft report
40% upon final approval of the submitted final report and completion of workshop
Qualifications
The contractor should meet the following minimum requirements:
Demonstrated experience in business strategy and cost analysis;
Expertise in development and management of digital innovations, data management as well as data privacy and security desired;
Strong research and analytical skills with a proven ability to produce concise, focused, and clear reports;
Proven ability to work independently to produce high-quality deliverables under tight deadlines;
Advanced degree in a relevant field or a combination of bachelor’s degree with minimum 2 years of work experience;
Excellent interpersonal communication skills in English. Respectful and professional, particularly when working with diverse cultures and populations, and on sensitive topics; and
Proficiency in written English.
Proposal Submission
Interested firms and individual contractors should submit their CV or resume, 1-3 examples of English writing or similar analysis, proposed approach, quotation, and schedule of deliverables. All documents should be in English and submitted in .PDF format.
Note: The CV or resume should include the following details:
Company/individual profile;
Organizational/individual capacity to conduct the scope of work, as well as relevant experience;
CVs for all proposed team members (included as an annex); and
Names and contact information for three references who can provide evidence of the candidate’s experience performing similar tasks on related assignments.
