Facilitator / Team for Country Strategy Development Workshops
Introduction
Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until adulthood and enable children and young people to prepare for and respond to crises and adversity. Globally, Plan International’s 2017-22 strategy is to work with vulnerable children and especially girls so that they can learn, lead, decide and thrive. Within the strategy Plan International has the ambition to transform the lives of 100 million girls. Focus areas of the strategy include:
Learn – inclusive, safe quality education and youth economic empowerment
Lead – children and youth are active drivers of change advancing their leadership and political empowerment
Decide – sexual and reproductive health and rights (SRHR) for girls and young women

Since 2018, Plan International Thailand has focused on 3 main areas - Gender Justice and Women’s Empowerment (Learn), Children on the Move (Thrive), and Legal Status and Citizenship (Lead). Plan International Thailand currently works in the provinces of Chiang Rai, Chiang Mai, Mae Sot and Rayong and Trat as well as in and around the greater Bangkok area. In 2022, Plan International Thailand is developing its next five-year strategy.
The development of the 2022-27 country strategy highlights an exciting yet challenging future for Plan International Thailand. The new strategy will aim to directly amplify the voices of the children, youth, girls and civil society with whom we engage, especially those who are at most risk, stateless or from migrant communities in Thailand. The strategy will be directly linked to the issues they face in advancing their rights and outline programme and influencing strategies to win tangible gains in Thailand for overcoming their challenges and realising their aspirations.
Areas of focus will likely build on current programming in advancing rights for children, girls and youth, protection, gender equality and inclusion, youth employment as well as full access to SRHR, education and health services and Thai citizenship where appropriate. The strategy will seek to establish PIT’s Youth Advisory Board which will be involved in design and implementation stages of all future programming and influencing activities.
To conduct three workshops for developing Plan International Thailand’s country strategy, which are:
1 day Country Strategy discussion workshop – 1 day with government and civil society partners
2 day Plan International Thailand strategic choices workshop
2 day Plan International Thailand final design workshop
Overview:
The consultant will facilitate the workshops in Thai and English to a variety of stakeholders while working closely with Thai and international staff from Plan International in preparation for each of the workshops. Plan International will provide background documents and information required to facilitate the workshops. The workshops will aim to be conducted in person with participants joining online. However, if COVID-19 restrictions are again imposed, the workshops would need to be adapted to an online format using Microsoft Team or Zoom platforms. The consultant would be expected to take notes of all proceedings during the meeting and provide a summary of each workshop in Thai and English languages.

Applications procedure
Proven skills in conducting and facilitating workshops with Thai and international participants;
Use of online platforms and tools for facilitating workshops required
An understanding of child youth and gender programming in the development and humanitarian context in South East Asia, Thailand in particular;
Having worked with United Nations agencies, regional and sub-regional institutions, INGOs and donors on strategic workshops or similar essential;
Proven experience in similar assignment;
Fluency in English and Thai languages is essential.
