ADRA Thailand is currently seeking qualified candidates for the position of Monitoring and Evaluation Officer based in Chiang Mai, Thailand
Proposed Project Dates: 1 May 2022 – 31 August 2023
Duration: 16 months

Job overview: Under the overall guidance of the Country Director and the direct supervision of the Program Director, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that project maintains their strategic vision and that activities result in the achievement of the intended outputs in a cost effective and timely manner.
The M&E officer will be responsible for designing and implementing the M&E activities across projects; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor project activities on a regular basis, developing and maintaining the MIS of the Projects and will be responsible for the collection & analysis of different data in relation to project activities.
The Monitoring and Evaluation Officer works in close collaboration with work closely with project and program teams, and other stakeholders.
Responsibilities:
Provide feedback to the Project Manager(s) on project strategies and activities;
Suggest strategies to Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Report monthly, quarterly, half-yearly and annual progress on all project activities to the Program Director;
Monitor all project activities, expenditures and progress towards achieving the project output;
Develop and strengthen monitoring, inspection and evaluation procedures
Recommend further improvement of the logical frame work;
Develop monitoring and impact indicator for the project success;
Monitor and evaluate overall progress on achievement of results;
Monitor the sustainability of the project's results;
Support projects update LogAlto and provide inputs, information and statistics for quarterly, annual and other reports to Senior Management Team
Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
Prepare risk log for use by projects

Support monitoring and evaluation of the effects and impact of the project;
Assist the project personnel with M&E tools and in supporting them in their use.
Preferred candidates are expected to meet the following:
Minimum Skills & Education Required:
Educational Qualifications:
University degree preferably in Business Administration, Economics, Statistics or related field.
Experience:
At least 5 years of experience in the design and implementation of M&E/MIS
Experience in designing tools and strategies for data collection, analysis and production of reports
Proven ICT skills and knowledge of online database systems
Experience in analyzing data
Strong training and facilitation skills
Language Skills:
Strong English verbal and written language skills.
Strong Thai verbal and written language skills.
Skills and Abilities:
Must be willing to travel in relation to work
Willingness to implement policies and procedures with a professional and constructive attitude.
Must have strong operational management skills and be team orientated.
Good negotiation and conflict resolution skills.
Ability to take initiative and work with minimum supervision.
Proficient in Microsoft Windows applications. Ability to accurately review and analyze financial and statistical reports in excel format essential.
