Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public enterprise owned by the German Federal Government. German development cooperation in Thailand has been operating through GIZ since 1956 when Germany and Thailand signed the Agreement on Development Economic Cooperation. With time, GIZ activity have evolved towards technical cooperation in particular in the field of environment and energy.

The Programme “Clean, Affordable, and Secure Energy for Southeast Asia” or CASE is an international programme funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) and coordinated by GIZ Thailand. CASE aims to drive change in the power sector in South East Asia (SEA) towards increased ambitions with regards to climate change. It focuses on the four main SEA countries in terms of energy demand – Indonesia, Philippines, Thailand and Vietnam – and also foresees regional interventions. Composed of a wide range of international and national organizations, CASE will develop and propose evidence-based solutions to the energy challenges met by decision makers and build societal support around those solutions. A joint fact-finding research approach will be applied, involving expert analysis and dialogue in key energy gaps. CASE will also support coordination in the SEA power sector, provides technical and policy support and facilitate dialogue around a new energy vision. Through these activities, CASE will directly contribute to the transition of the power sector towards an innovative, economically successful and environmentally friendly model for SEA.

The core implementation of CASE will be undertaken at the country level and will be based on a strong partnership and cooperation between a national GIZ team and local think tank / expert organization specialized in energy matters. GIZ Thailand will also be responsible for the coordination and management of the whole Programme at the regional level and is currently looking for a regional advisor to contribute to the implementation of the CASE programme as part of the GIZ team.

Project Advisor Regional

Task and responsibilities:

Under the leadership of the Programme Director and in close coordination with the rest of the CASE Team, the Programme Advisor will focus on project management tasks in particular supporting the coordination of the Programme in the region. Thus, for this particular position, we are looking for an individual with some energy expertise but not necessarily for an engineer/technical profile. People with experience or educational background in energy economics, energy policy or environmental studies are especially encouraged to apply.

The following tasks and responsibilities are foreseen:

  • Coordinate and organise several workstreams within and throughout CASE, incl.
      • Research initiatives at regional level as well as throughout the four CASE countries,
      • Capacity-building activities,
      • Organisational matters.
  • Liaise with key partners / stakeholders both public and private in the region
  • Contribute to the planning and reporting for CASE during 2020 – 2024 for the region (i.e. strategy & workplan development, tracking and monitoring the progress, change management etc.)
  • Produce/draft programme documents (e.g. progress report, presentations, etc.) as well as communication work including on technical and policy topics
  • Organize events, meetings, workshops based on CASE‘s workplan
  • Support public relation activities and attends/acts as a GIZ’s representative during conferences, meetings, workshop, etc.
  • Contract and steer partners / consultants / service providers on certain work packages to support CASE’s activities (e.g. terms of reference drafting, report evaluation etc.)
  • Support other activities as needed

Experience and skills required:

  • Education: Master’s degree in energy, sustainability, environmental science, engineering or economics (other degree with relevant practical experience are eligible for application).
  • A strong understanding of one or several of the following issues would be a strong asset in particular in a SEA context: financing and/or developing renewable energy projects, RE and energy system technologies, power markets and regulation, grid infrastructure, energy efficiency, and business models in future energy systems.
  • Experience: At least 3 years of professional experience in the energy sector, environment or related field.
  • Experience in project management in an area related to the project’s requirements would be a strong asset.
  • Working experience with international organisation such as UN, ASEAN, or GIZ is another asset.
  • Knowledge/skills: Excellent organisational and project management skills (time management; planning as well as keeping track of processes).
  • Excellent drafting and communication skills in English.
  • Excellent command of ICT technologies and computer applications (MS Office etc.) is required.
  • Language: Fluent practice of English both spoken and written is required. Knowledge of Thai, Indonesian, Filipino, Vietnamese or German would be an asset.
  • The ideal candidate would have a keen interest, enthusiasm and even a passion for environmental issues.  Most of all, the candidate should be motivated by project management and coordination tasks.

They must have the ability to engage and interact with various stakeholders and able to work under pressure. They will be a team player and enjoy working in dynamic multicultural environment. The candidate must also have willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management.

This will be a fixed-term contract starting as soon as possible and running until March 2024. The contract will be extendable upon good performance. GIZ offers an ambitious, challenging and exciting international work environment.
