Organizational context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies (NS). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member NSs and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Societies Development (NSD) and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has CCD and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The CCD covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and operates as one joint team to support each country’s NSs and partners.
As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to NSs of 38 countries through eight Country Delegations and five CCDs. The CCD in Bangkok is responsible for overseeing IFRC support to four NSs of Cambodia, Laos, Thailand and Viet Nam toward the implementation of humanitarian and development programmes that address the needs of vulnerable people.
Job purpose
The PMER and Communications Officer is responsible to provide support to all IFRC supported programmes and operations ensuring that PMER and Communications elements are well incorporated and implemented in delivering their core services and fostering cooperation in programmes and operations.
The PMER and Communications Officer ensures speedy, high quality, coherent and well-coordinated planning, monitoring and reporting as well as communications services to across programmes and operations including the operational plan (OP). S/ he provides technical support in the development and implementation of relevant PMER and Communications interventions set out in the operational plans, programmes alongside with emergency operations that deliver against key regional results spanning five Strategic Priorities (SPs): Climate; Crisis and Disasters; Health; Migration; and Value, Power and Inclusions (VPI) as well as three Enabling Approaches: Engaged; Accountable; and Trusted. The role is the focal point for coordinating media and enhancing the profile of the IFRC and member societies in the region.
