Program:
The Enhancing Equality in Energy for Southeast Asia activity (“Activity”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them. As a regional Activity, the Activity covers Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. This is a is full-time position based in CORE’s office in Bangkok, Thailand.
Position Description:
CORE International is seeking a qualified Adult Learning and Training Specialist (“Specialist”) to support its Activity from April 2022 to August 2023. The Specialist will advise the Activity’s implementing team and partners (i.e. energy companies and tertiary academic institutions) on training program development and identifying and implementing efficiencies to best practices to institutionalize a comprehensive training program at partner entities. S/he should have experience in adult learning principles and contemporary learning theory and practices, including needs analysis, interactive learning technology, training impact evaluation, and overall performance improvement practices. S/he will be responsible for building curriculum, designing and implementing programs tailored to meet organizational needs and program goals using adult learning models. S/he will design and execute learning and training efforts that further increase the outcomes and impact of the Activity with support from short-term and subject matter experts.
The Specialist will be based in Bangkok, Thailand.
Responsibilities and Reporting Requirements:
Report directly to the Chief of Party (COP) for the Activity in the Bangkok Office.
Gather, analyze and summarize data on-site at partner institutions, provide feedback, craft interventions and strategies to meet needs, and collaborate with leaders in the selection and implementation of chosen training and learning modalities.
Facilitate formal and informal learning through a variety of methods (in-person, webinars, virtual and blended approaches) and develop measures of success associated with training and learning impacts.
Build curriculum, and design and implement programs tailored to meet organizational needs and program goals of partnering entities using adult learning theory and other relevant learning models.
Provide expert facilitation using appropriate organizational development methods and tools.
Work with a team of long-term and short-term experts, use industry best practices to influence innovative learning programs that encompass integrating new modalities such as social learning, mobile delivery and other learning methods.
Develops and maintains job aids and other learning tools to support partner entities’ learning management systems, the performance feedback systems, new employee orientation and other learning initiatives.
Qualifications, Education, Experience, and Skills:
Experienced in adult learning principles and contemporary learning theory and practices, including needs analysis, interactive learning technology, training impact evaluation, and overall performance improvement practices
Prior experience integrating multiple learning modalities including webinars, mobile learning and mentoring
Required: Bachelor’s Degree in Education, Human Resources, Organizational Development, Instructional Design, Learning & Development, or other related discipline. Master’s Degree Preferred.
Bachelor’s degree and 7 years of corporate training, teaching, adult education, or other relevant experience; or, a Master’s degree and 5 years of corporate training, teaching, adult education, or other relevant experience.
Experience should include organizational/adult learning, management, training needs assessment, coaching, and/or related activities.
Certifications: Please indicate in cover letter.
Relationships and experience working with partner governments, donors, and/or the private sector in Southeast Asia.
Fluency in spoken and written English.
