ABOUT THE TIJ
Building on Thailand’s engagement in the UN Commission on Crime Prevention and Criminal Justice, Thailand Institute of Justice (TIJ) was established in 2011 with the aim to promote excellence in research and capacity-building in the area of criminal justice. The institute serves as a bridge that transports global ideas to local practices. The primary objective is to promote the implementation of United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) as well as other United Nations standards and norms related to women and children in contact with the criminal justice system. As a member of the United Nations Crime Prevention and Criminal Justice Programme Network Institute (UNPNI), TIJ also gears its work towards important cross-cutting issues on the United Nations agenda such as the rule of law, sustainable development, human rights, peace and security. At the same time, it works toward enhancing domestic justice system and the rule-based community within the ASEAN region.
ABOUT THE POSITION
- The Office for the Bangkok Rules and Treatment of Offenders (OBR) is responsible for the work of the Thailand Institute of Justice (TIJ) in the area of promoting and supporting the implementation of the United Nations standards and norms related to the treatment of offenders particularly the United Nation Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the UN Bangkok Rules) at the national, regional and international levels. The core functions of OBR include research, policy advocacy and capacity building with the purpose to promote gender sensitive criminal justice system as well as enhance effective rehabilitation and reintegration support for incarcerated persons through social collaboration.
- Working under the Office for the Bangkok Rules and Treatment of Offenders, Training Programme Officer has an important role in ensuring effective design and implementation of capacity building programme on UN standards and norms related to the treatment of prisoners and offenders for prison staff as well as other criminal justice professionals in Thailand, ASEAN countries and beyond.
- This position is full-time, based in Bangkok and opens for Thai and non-Thai nationals.
- One-year contract with possibility of renewal.
RESPONSIBILITIES
Training management and facilitation (70%):
- Maintain good relationships with strategic partners and assess opportunities to enhance the capacity of criminal justice professionals on human rights and UN international standards and norms and other issues within the working scope of the Office for the Bangkok Rules and Treatment of Offenders (OBR);
- Provide inputs to OBR’s capacity building strategy for criminal justice officials, particularly prison staff, to promote rights-based gender responsive criminal justice and prison management in Thailand and other ASEAN countries;
- Lead the implementation of training activities through facilitation and leadership of training sessions in line with established OBR’s training modules on the implementation of the UN Bangkok Rules;
- Conduct training needs assessment and develop tailored training / workshop content that responsive to the needs of participants;
- Design course objectives, course plan, content, course materials, activities, and the evaluation tools;
- Design and implement informative and engaging domestic / international capacity building programme in various formats including online, face to face (in ASEAN region), and hybrid trainings;
- Ensure high quality coordination pre-, during, and post- training activities;
- Support the management of OBR’s e-learning courses and maintain a data base that is systematic and up to date; and
- Ensure positive relations with key government, non-government and international partners and institutions;
- Performs other duties as assigned.
Project administration and support (30%):
- Plan and organize meetings with partners, and prepare meeting reports;
- Lead logistical and/or technological preparation for training activities;
- Prepare necessary documents required for project activities such as a concept note, budget proposal, invitation letters, and information notes, training reports as well as talking points and speech;
- Coordinate with consultants, international / local trainers and other short-term assistants hired for project activities; and
- Assist in organizing meetings, workshops, trainings, research projects and other administrative functions conducted by OBR.
COMPETENCIES
Essential:
- Minimum Bachelor’s Degree in law, criminology, international relations, gender studies, development studies, management, education or other relevant disciplines;
- Minimum five years of professional experience in training development and implementation, project management, or prison-related work;
- Demonstrated experience in the field of prison management, gender and criminal justice;
- Demonstrated high level of experience in facilitating/delivering both virtual and face to face training;
- Proficiency in written and spoken English;
- Some knowledge about criminal justice system in Southeast Asia and international crime prevention landscape.
