STATEMENT OF WORK
Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
Facilitator for the Webinar on Small-Scale Fisheries, Food Security and Climate Change Adaptation.
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of two regional fisheries organizations, namely the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) and the Southeast Asian Fisheries Development Center (SEAFDEC) and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.
In support of improving platforms for improved management of regional fisheries, SUFIA LCD is organizing a webinar on “Small Scale Fisheries, Food Security and Climate Change Adaptation”, on June 23, 2022. With the year 2022 being the International Year of Artisanal Fisheries (IYAFA2022), it is fitting to bring to light the great effort being done by the small-scale fisheries sector in ensuring food security and to engage them in climate change adaptation initiatives in the region. Target participants will be those coming from the small-scale fisheries sector, government, civil society, academia and other stakeholders who are interested in learning more about and advocating for sustainable fisheries, fair labor standards and climate change adaptation.
This Statement of Work is for a Facilitator Consultant who will provide facilitation services during the webinar.
2. Scope of Work
The Facilitator (hereinafter referred to as Consultant) will provide facilitation services during SUFIA LCD’s webinar on Small Scale Fisheries, Food Security and Climate Change Adaptation, to be conducted on June 23, 2022. Under the SUFIA LCD Project Manager’s direction, and in coordination with the SUFIA LCD Technical Assistant (TA) Consultant, the Consultant shall:
Develop a detailed program of activities based on the general program agenda.
Facilitate the 1.5 hours webinar proceedings (emcee, opening and closing sessions, wrap-up/provide the summary).
Act as the rapporteur or note taker to record the discussions and proceedings.
Draft a human interest/blog article based on the presentations.
Develop an activity report containing the webinar proceedings, pre- and post-event evaluations, participants’ directory, and photographs/screenshots.
3. Period of Performance
The period of performance of this consultancy is between May and July 2022 (not to exceed a Level of Effort of 8 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through SUFIA LCD’s Project Manager for review and discussion.
4. Place of Performance
The Consultant shall perform the work remotely and shall be required to meet the SUFIA LCD Team virtually for meetings during preparation, delivery and post-event. The Consultant should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Consultant shall be responsible for performing tasks related to the webinar and preparation of outputs (article, activity report). The following is a list of these tasks:
Preparatory stage:
Consultant shall develop a facilitation plan based on the general program agenda of the webinar.
Consultant shall provide an outline and proposed contents of the human interest/blog article.
Meet with USAID LCD team for a briefing/practice session.
During the Webinar:
Consultant shall facilitate the 1.5 - hour webinar on Small-Scale Fisheries, Food Security and Climate Change Adaptation.
Consultant will be the emcee, open the webinar and welcome the participants, provide an introduction on the event, webinar housekeeping rules, and briefly introduce the panel of speakers with their topics.
Consultant will take notes of the proceedings and present the highlights during the Wrap-up.
Consultant will close the webinar after giving the wrap-up.
Handoff/Closure of Consultancy Services:
Consultant shall provide SUFIA LCD with all documentations generated during the Consultancy.
Consultant shall finalize the draft of the human interest/blog article based on the highlights of the webinar presentations.
Consultant shall submit an Activity Report on the webinar proceedings (template to be provided).

7. Acceptance Criteria
The Acceptance of all deliverables will reside with SUFIA LCD Project Manager (PM). The PM will work with the SUFIA LCD Technical Consultants and SUFIA LCD Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the SUFIA LCD PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates as requested by SUFIA LCD staff on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with the SUFIA LCD TA Consultant, will provide technical oversight of the Consultant. The Consultant’s main contact point will be the TA Consultant, and to whom deliverables will be submitted.
Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
