Role Purpose:
Training Officer is to take a key role in building and ensuring quality of program technical capability for all program staff, especially staff at community health service centers (CHSC) under Raks Thai’s Program. The role aims to support staff skills and ensure that all technical training and learning contents delivery and quality management are in line with program objectives, and lead to achieve staff performance in timely manner. Training and learning activities, including assessment, development, coaching, mentoring, supervision and monitoring staff technical knowledge and skills, shall be practical and follow national and international standard procedures/requirements for specific diseases (e.g. HIV, TB, HCV).
Note: CHSC is included drop-in center (DiC), key population led health services center (KPLHS), and research study center (RSC) of Raks Thai’s Program.
Key Accountabilities:
- Lead in developing training strategy, road map and annual plan aligned with program strategy and national standard of the diseases (focusing on HIV, TB, HCV) to build required technical capacities of all program staff.
- Support Senior Medical Technologist and Health Coordinator to develop CHSC’s SOP, quality assurance procedures and requirements.
- Use in-depth technical knowledge on health-related subjects to contextualize training contents, tools, and manuals and develop all these materials to the highest standards and are appropriate to internal and external stakeholders’ requirements.
- Provide initial advice and guidance on the practical elements on training and learning in line with program objectives, and procedures of Raks Thai and donors.
- Liaise with Program Management Team, Senior Medical Technologist and Health Coordinator to
- Apprise appropriate and effective trainings, learning activities, and staff development sessions based on needs and/or program requirements, especially for CHSC staff, to assure service quality providing for key/target populations, and create impact for relevant key indicators of the program.
- Set up monitoring plan, including and occasional post-training activities and observation activities, and to analyze learning impacts of both program staff and key/target populations.
- Implement training feedback system for self-evaluation for further improving content and training mechanism.
- Review and evaluate all training activity status, achievement results, successes, setbacks, emerging challenges, and provide recommendations for improvement, as well as reporting to the line manager.
- Manage internal and external training resources and maintain relationship with program training staff to support training and learning events for specific populations.
- Gather internal and external training and learning information, knowledge and any others in specific context, target communities whilst with local, national and international institutions and authorities, anticipate relevant and appropriate training materials to be delivered in time, and collect in Raks Thai information system for future purpose.
- Ensure that monthly / quarterly progress reports related to training and learning events are prepared and shared in a timely manner with the line manager, and Program Management Team.
- Collaborate with local, national and international partners, stakeholders, consultants for capacity development and training purposes is feasibilities.
- Represent the Foundation in conference, meeting and any public events.
- Any other duties as assigned by Health Coordinator.
Person Specifications:
- Excellent in presentation and communication skills.
- Demonstrate ability to facilitate and encourage learning.
- Able to work in diverse team without clear line of authority environment.
- Cross cultural sensitivity, flexible views, emotional maturity.
- Approachable, effective organization skills and strong interpersonal skills.
- Technical expertise in training for health (e.g. HIV, TB, Malaria or HepC).
- Verbal & written English and Thai.
- Good general health.
Education and Experiences:
- Master’s degree in international development, social sciences, public health or a related field is preferred.
- Minimum 3 years experiences in training and learning design is advantage.
