Terms of Reference for three Consultants/ a Consultant Team to Support Trainings on Responsible Recruitment for Recruiters in Myanmar, Thailand and/or Cambodia

I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2022.

II. Background

The FAIR Fish Project has developed a responsible recruitment process model for small and medium-sized seafood processing companies through consultation with two pilot companies and four recruitment agencies. The model draws upon a supply chain approach in which pilot companies are expected to cascade their responsible recruitment and employment policies down their recruitment supply chain to recruitment agencies that source their migrant workers .

The project has developed an online course, based on the model, and intends to offer trainings on it to for labor recruiters in Thailand, Cambodia and Myanmar. The course will exist in all three languages, in addition to English. The course is also expected to benefit employers and human resource staff in seafood processing companies.

The online course is expected to be completed in July 2022, and ready for the first cohort’s enrollment in August 2022. While working through the online course, trainees will be supported by moderators that are native speakers of Thai, Burmese and Khmer.

III. Objective of the TOR

Consultants are needed to moderate the learning and knowledge-sharing experience among 273 trainees (three cohorts) while they take the online course. The moderation process (described below) will occur remotely and will require an estimated 258.75 hours over a period of eight months.

The project will employ one moderator per language. Each moderator is expected to support a total of 91 trainees in their given language.

IV. Tasks

Each consultant is expected to:

1. Undergo a two-and-a-half-day training-of-trainers session on the project’s responsible recruitment model and the online course. The training will be provided by FAIR Fish team members.

2. Become familiar with the FAIR Fish Responsible Recruitment Model manuals and resources in the online course.

3. Moderate the learning of the trial cohort with 19 trainees from Thailand, 19 trainees from Myanmar and 19 trainees from Cambodia. (57 total). Expected moderation tasks include interacting with trainees through chat forums in the online platform, responding to trainees’ questions, as well as encouraging trainees’ opinion expression and experience sharing.

4. Collect comments and recommendations from trainees in the trial cohort to improve course content. Guideline and templates will be provided by the FAIR Fish Project.

5. Moderate the learning of two additional cohorts of trainees (36 each) for a total of 72 recruiters from Thailand, 72 recruiters from Myanmar and 72 recruiters from Cambodia (216 total)

6. Collect relevant data about the trainees’ learning experience for monitoring and evaluation purposes and future improvement of the online course.

7. Attend bi-weekly virtual meetings with FAIR Fish team members during the first month, and as needed, to provide updates and input.

V. Timeline

Activities under this TOR are expected to start in July 2022 and be completed by December 2022, with a possible extension to moderate three more trainee cohorts in 2023.

The consultant can work remotely with regular consultations with the FAIR Fish Project team through Skype or other communication channels for work preparation. In addition, the consultant will be expected to submit deliverables and take action as stated below:

VIII. Qualifications

Candidates should have the following qualifications:

• Native speaker of Thai, Burmese or Khmer.

• Experience in facilitating training in Thai, Burmese or Khmer;

• Familiarity with forced labor and human trafficking issues related to the recruitment of migrant workers from Myanmar and/or Cambodia who work in Thailand’s seafood processing sector is a plus;

• Familiarity with Thailand’s cross-border recruitment processes is a plus;

• Good in English verbal communication and report writing skills;

• Excellent interpersonal communication skills and the ability to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds and beliefs.

  • Sample documents on previous relevant training facilitated.

• The selection of the consultants will be done through proposal reviews and candidate interviews.

• Only short-listed candidates will be notified for further recruitment procedures.
