Reports to:              Project Director

 

The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people.  The organisation was founded in November 1980 and is present in over 50 countries. JRS undertakes services at national and regional levels with the support of an international office in Rome. The style of JRS service is direct and personal, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate and urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc. 

In Thailand, JRS manages four programmes spread throughout urban and rural areas serving refugees and asylum seekers. JRS Thailand country office is in Bangkok, with Project offices Mae Hong Son, Mae Sariang and in Bangkok. Project Description:

As the violence and conflict in Myanmar becomes protracted, displacements into the Thailand border have increased. Mae Hong Son (MHS) province shows the most number of border crossings. Basic needs such as food supplies, shelter, hygiene, and medical kits are critical concerns. As communities remain displaced, continuing education of children is key to their protection. JRS will advocate for the protection and right to education of all children as espoused by Thailand’s promotion of the policy of Education for All (EFA) and its obligations as signatories to the 1992 Convention on the Rights of the Child (CRC).

 

The project aims to serve 1,200 people from Myanmar border communities displaced by the conflict; four (4) border schools and communities at the Thai border; Thai education authorities in two (2) education districts, and local NGOs and Thai communities.   

 

Role:

The Project Assistant’s role is to support the successful implementation of the project with a special focus on finance. The Project Assistant (PA) provides support services to ensure effective and efficient programme operations for refugee education as well as to maintain financial and accounting services to meet organizational requirements and support organizational operations.

 

Responsibilities:

 

Management

  • Safeguard the vision, identity, and unity of JRS at the project level
  • Manage all office activities and social gatherings.
  • Supervise the driver ensuring the project is supported to complete tasks effectively and on time.
  • Communicate and cooperate with all project staff on issues of policy, logistics and office procedures
  • Help orient new staff, collect his/her personal documents and send to HR Bangkok
  • Maintain annual leave records for all staff, coordinating with HR Bangkok staff accordingly.
  • Coordinate with the driver for office maintenance.
  • Coordinate with the local partners for delivery and distribution of teaching-learning materials or other materials
  • Provide orientation related to admin and finance policy and procedure to new staff and to partner organization/s’ staff

 

Finance and Administration

  • Prepare the monthly forecast in coordination with the Project Director and submit to the Finance Officer in Bangkok
  • Countercheck the requests and supporting documents sent by the partner/s and submit to Project Director for approval
  • Prepare petty cash after approval from project director
  • Prepare salary/stipend for bridge program teachers or volunteers
  • Prepare invoices and put them in the JRS finance filing system accordingly and timely
  • Arrange the invoices orderly with supporting documents.
  • Review finance reports received from Bangkok for accuracy
  • Prepare monthly expenditure and send the finance report to Project Director for approval before submitting to the Finance Officer in Bangkok.
  • Maintain and update the Mae Sariang bank account
  • Maintain finance documents accordingly and systematically

 

Networking

  • Represent the JRS project at coordination meetings as necessary and as requested by the PD and prepare/share the minutes of the meeting.
  • Attend the regular JRS’ meeting (team meeting, annual meeting)
  • Maintain good communication and relationships with local Thai authorities and local partner organizations.
  • Translate documents/letters/reports/proposals from English to Thai or Thai to English.
  • Ensure that the office is clean and tidy.
  • Check the vehicle and/or driver’s records regularly.
  • Plan the truck schedule for staff and delivery of materials to promote efficient use of vehicles and funds.
  • Maintain good communication with driver and partner’s staff.
  • Maintain all paper and electronic filing systems for all documents, letters and databases.
  • Keep the vehicle registration updated and coordinates with Bangkok Office Manager for renewal.
