Deputy logistics Coordinator
Doctors Without Border Thailand-Asia Unit
Back ground:
The regional Deputy logistics coordinator will play an integral role in supporting the Asia Unit Logistics Advisor/Logco (this is a combined function in the ACT, where the logistics Advisor fulfils the functional lead role for Asia) in the implementation and oversight of current activities while monitoring other countries within the region.
The position is functionally and hierarchically answerable to the Asia Logistics Advisor/Logco.
GENERAL
Number of posts available: 1 full-time
Location: Local position based in Thailand or in any Asia Unit office with 50% Travel in the region (India, Indonesia, Thailand, Philipines)
Starting date: ASAP
Availability: 12 months, with possible extension.
Salary: According to local scale an equivalent to 76,701 Thai Bhat (Non-Negotiable) per month with other benefits as per applicable policies (13th Salary, Annual leaves, Relocation allowance etc)
Supporting the Logistics Coordinator through delegated tasks and responsibilities, replacing him/her in his/her absence and participating and collaborating in the implementation of strategies and support to the field in accordance with MSF/DWBT protocols, standards and procedures in order to enable the development of the mission and optimize the impact of the medical projects.
Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and advising the Logistics Coordinator in the translation of the identified needs into objectives, priorities and resources needed for intervention
Defining, monitoring, evaluating and ensuring the implementation of the strategies and activities in the mission of the following activities, as defined in the delegated tasks, according to MSF/DWBT standards, protocols and procedures:
Construction and rehabilitation, transport, ICT, communications, vehicles and engines, equipment, installations and infrastructures, etc. Including the installation and maintenance of functional office space(s) and lodging facilities in an adequate living conditions and all the equipment required as well as the proper use and maintenance of IT computers, soft wares, backups, etc. and the communication tools and means in the mission
Stock and supply of medical and non-medical materials
Water, health and sanitation activities
Planning, supervising and implementing, in close coordination with the HR Coordinator, the associated processes (recruitment, training, briefing/debriefing, performance evaluation, detection of potential, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and amount of knowledge required
Ensuring technical support to his/her team as well as to all other teams in the mission
Defining and monitoring the technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the HoM of any problem
Representing MSF/DWBT in meetings with Authorities and other NGOs at the request of the Logistics Coordinato
Act as focal person and day-to-day responsible to provide technical logistics support for all projects in the ASIA unit.
Consult and correspond witih technical referents in HQ for most proper solution to technical challenges in the field.
Conduct introduction and induction of technical logistics briefings to new team members and refresher sessions periodically.
Participate in strengthening logistics capactity in project sites by regularly conducting various technical logistics including GIS and supply software training (Logistix Software).
Lead technical logistics teams during exploratory/assessment and emergency interventions in terms of initial setting up of operations and implementation of activities.
Propose and advise Logistics Coordinator on determining equipment technical specification, logistics/NFI/emergency preparedness kits content and infrastructure designs (watsan, premise, etc.) during project design and implementation.
Contribute to definition of supply setup and strategies by engaging and participating in market surveys, supplier and service provider validation.
Support project teams in meeting the compliance of logistics process and procedures as stated in the Log Basics monitoring platform.
Perform field visits to project sites up to 50% of his/her time, spending several weeks at each location per visit.
Support project team in keeping the emergency/contingency stock updated and base/facilities and movements protocols are compliant.
Provide various log reports (monthly, activity progress, assessment, etc.)

Education |
Essential Bachelor degree/diploma in Engineering, preferably Civil Engineering or in its absence, extensive MSF/NGO experience in technical logistics and supply at specialist/referent level. |

Experience |
Essential working experience of at least three years in relevant position, experience with MSF or other NGOs in developing countries. |
