COVID-19 Response and Recovery-Three Southern Border Provinces is a program funded by the European Union (EU). The overall objective of the proposed action implemented in three provinces of the Deep South (Yala, Narathiwat, and Pattani) for 24 months was to increase the participation of Thai CSOs in preventing, addressing and mitigating risks and vulnerabilities in the fragile context of COVID-19 pandemic in Thailand.

The action is implemented in partnership with the Prince of Songkhla University (PSU), Prince of Songkhla University Alumni Association of Volunteers (PSUAAV) and led by Save the Children (SC) in collaboration with 4 local sub-grantees. The specific objective was to strengthen capacity and engagement of CSOs to mitigate health, social and economic impacts of the coronavirus (COVID-19) pandemic and building resilience for the most vulnerable target groups in the Deep South. Project was comprised of three main components:

Outcome 1:  Improved ability for the most vulnerable households in target communities to cope with the COVID-19 outbreak through communications and supplementary relief kits. Activities that contributing to increase CSOs capacity are a) distributing relief support for affected and vulnerable communities and b) online communication and awareness campaigns led by 8 youth groups.

Outcome 2: The most vulnerable youth, women and migrant workers in Thailand’s Deep South access social and economic recovery opportunities. Activities under this outcome will focus on increasing civil society's engagement in addressing broader social and economic consequences of the COVID-19 crisis for the most vulnerable target groups, supporting and building capacities for sustainable livelihoods.

Outcome 3: Establish role-model resilient communities to advocate establishment of province-based preparedness standard. Activities under this outcome will include PSUAAV empowering local community representatives of 6 target communities to assess outbreak-related hazards, their capacity to respond and their community’s vulnerability to the outbreak to strengthen local risk reduction protocols to build resilience of communities to face future health outbreaks, shocks and crisis.

Project areas in Southern Border Provinces targeting youth, women and migrant workers in Thailand's Deep South access social and economic recovery. The most vulnerable target groups include youth and migrant workers aged 15 to 30 years old with a focus on vulnerable women and adolescent girls returning from Malaysia, who have lost their livelihood due to effects of COVID-19.

Purpose and Key Studies.

Save the Children (Thailand) Foundation intends to conduct a final (external) evaluation of EU COVID19 project to generate substantive evidence-based knowledge by identifying and documenting good practices and lessons learned from intended impact and unintended consequences of the project interventions. This evaluation is intended to assess the extent of support that has taken place in the lives of these targeted groups;

  1. the most vulnerable households in 6 communities (including elderly, urban poor, people with disabilities, children, ethnic minorities etc.) under outcome 1
    1. Yakang, Muang District, Narathiwat
    2. Ban Sarong, Yarang District, Pattani Province
    3. Ban Sala Song, Yarang District, Pattani Province
    4. Ban Bukeh, Yaha District, Yala Province
    5. Ban Krueso, Waeng District, Narathiwat Province
    6. Ban Jeah, Yi-Ngo District, Narathiwat
  2. 250 Youth with a focus on migrant women and adolescent girls under outcome 2
  3. 6 communities (same as above) under outcome 3.

The evaluatin also seek to examine the quality of services provided, and related policy changes and implementation/response to the COVID-19 pandemic. The results from this evaluation will be highly useful in providing recommendations for the Thai Government, partner, donor, as well as future strategies for Save the Children Thailand. 

The results will define key learning and lead the design of the next phase of the child poverty and livelihood programmes. To ensure objectivity and credibility, the evaluation is to be led by an external evaluator/consultant who has made no prior commitment or contribution to the project. The evaluation is expected to take place from August 2022 to October 2022. 

The overall objectives of this consultancy include:

  • Evaluate project performance, including progress and achievements towards the project goal and objectives, the overall impact of the project, including unintended consequences and the factors that influenced change at all levels of the results framework.
  • Measure and report against the project outcome indicators, baseline and interim assessment report to create end line information
  • Consolidate key success stories and lessons learned (what work and did not work) from the project on;
    • Improved ability for the most vulnerable households in target communities to cope with the COVID19 outbreak through communications and supplementary relief kits
    • The most vulnerable youth, women and migrant workers in Thailand’s Deep South access social and economic recovery opportunities
    • Establishment of role-model resilient communities to advocate establishment of province-based preparedness standard
  • Assess to what extent the project has made impacts to;
    • Increased CSOs capacity in distributing relief support for affected and vulnerable communities and online communication and awareness campaigns led by 8 youth groups
    • Increased civil society's engagement in addressing broader social and economic consequences of the COVID-19 crisis for the most vulnerable target groups, supporting and building capacities for sustainable livelihoods
    • Empowering local community representatives of 6 target communities to assess outbreak-related hazards, their capacity to respond and their community’s vulnerability to the outbreak to strengthen local risk reduction protocols to build resilience of communities to face future health outbreaks, shocks and crisis
  • Capture gaps, challenges and barriers that project faced in both operational sense and results achievement
  • Provide recommendation to SCT management and program team for project adaptation and scale up.

The Evaluation team will be required to undertake consultation with the SCT EU COVID19 team, MEAL Coordinator, and the Child Poverty Technical Advisor, at the commencement of the assignment in order to further refine the evaluation questions.

Deliverables

The Evaluation Team will conduct initial desk research and tool review and develop and submit the Inception report that will include:

  • evaluation objectives and key evaluation questions
  • description of the methodology, data sources, draft data collection tools (preferably against the key evaluation questions and selected indicators for baseline assessment) and sampling considerations
  • caveats and limitations of evaluation
  • key deliverables, milestones and timelines
  • risk and issue management plan
  • a stakeholder communication and engagement plan
  • consultation protocols for consulting with children and other vulnerable groups (if applicable)
  • Logistical

Once the report is finalized and accepted, the evaluator/ evaluation team must submit a request for any change in strategy or approach to the MEAL Coordinator and EU COVID Team

Preliminary findings presentation and verification workshop with partners

  • Any emerging program issues or risks (if applicable)

Key tasks for the next stage of the evaluation and any proposed refinements or changes to methodology (if applicable)

Evaluation Report* including the following elements:

  • A Final Report in English and the report should be approximately 30 pages
  • Executive summary in Thai and English
  • Background description of the Program and context relevant to the evaluation
  • Scope and focus of the evaluation
  • Overview of the evaluation methodology and data collection methods, including an evaluation matrix
  • Findings aligned to each of the key evaluation questions
  • Consolidate and document good practices and lessons learned from intended impact and unintended consequences of the project interventions
  • Specific caveats or methodological limitations of the evaluation
  • Conclusions outlining implications of the findings or learnings
  • Recommendations

Qualification

To be considered, the Evaluation team members together must have demonstrated skills, expertise and experience in:

  • Individual consultant or a Team of consultant
  • Masters’ degree in Social sciences, development studies, economics, education, international relation or relevant area to the project is desirable
  • Proven experience in data collection and reporting high quality project evaluations and assessment
  • Proven ability and track record conducting ethical and inclusive research with vulnerable populations while ensuring rigorous ethics, integrity, and safeguarding especially in migrant setting;
  • Ability to work independently and meet tight deadlines
  • Language proficiencies required include: English, Thai; kindly include a clear plan for language proficiencies in the team and/or translators included in the team (The team may need to ensure ability to communicate inPattani-Malay as well either through the translation services or internal capacities)
  • Experience in using online application to conduct data collection and can troubleshooting any issue that may occur using online application.

There is a high expectation that:

  • Members (or a proportion) of the evaluation team have a track record of working together.
  • The team has the ability to commit to the terms of the project, and have adequate and available skilled resources to dedicate to this evaluation over the period.

Applications for the consultancy should include:

  • Expression of interest: stating candidate skill and experience suitable for the consultancy (max 1 page)
  • Technical and financial proposal: Outline of assessment framework and methods, proposed timeframe, work plan and budget (max 4 pages).
  • CV of proposed individual/s and one piece of evidence of similar study carried out previously
