Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
Primary Responsibilities
Maintain and improve standard CPI financial systems, policies & organizational standards and donor requirements
Responsible to timely update and reconcile all the financial data in the accounting system
Ensure the financial data are reliable, consistent and accurate
Ensure accurate and timely submission of financial reports to management, donors and other stakeholders
Review partners’ proposal, analyze partners’ proposed budgets and provide technical inputs for proposal review teams/committee.
Draft grants agreements letter as per information from relevant program focal and submit to finance and grants manager for review
Verified assigned project financial related matters and payments
Analyze CPI and sub-recipients’ financial reports and ensure necessary financial decisions/actions are taken to improve and/or resolve any issues
Monitor and ensure that country program teams and sub-grantees are in compliance with CPI and donor requirements
Participate in annual operating budgets preparation and cash flow forecast as needed
Provide technical inputs in financial management, budget proposal development and organizational development initiatives of CPI as well as partners
Regular Responsibilities
Regular reconciliation of accounts, produce various financial reports (including assigned project BvA)
Analyze annual/monthly/quarterly financial statements and provide constructive recommendations and reports to management
Track the grants status, expense allocation, projects receivables and obtain appropriate donor approval when required
Develop and design financial and grants reports in accordance with CPI procedures and meet the requirements of users
Develop a partner information database including all key stakeholders (donors, implementing partners, network members, etc.
Implement and maintain financial accounting protocols, internal control systems, and advance and payment procedures in accordance with organizational policies and donor regulations
Collaborate with program and finance teams to ensure systematic storage of all the documents for grants management
Conduct weekly and monthly physical cash counting for transparency and accountability of the control system
Assist in CPI internal audit and external audit, monitoring of sub-recipients and assist in taking prompt actions to resolve audit findings and implementation of agreed recommendations
Ensure the grants are utilized in compliance with grants agreements and donor requirements
Partner Support
Perform monitoring visit to project sites of sub-grantees and evaluate their financial system to identify gaps. Seek mutual improvements for sound financial and grants management system
Review and follow-up of action taken to remedy any variance in actual vs. budget financial data of sub-grantees and manage proper close-out of the awards
Build positive and sustainable relationship with partners and ensure effective and appropriate communication mechanism is in place among the team members
Provide technical inputs and actively participate in developing capacity building plan and organizational development initiatives
Capacity Building and Supporting other Staff
Ensure full project understanding and compliance by all staff, as well as sub grantees through trainings, guidance and support
Ensure CPI staff and sub-recipients are sufficiently supported with all essential tools required for a sound project financial management system
Work with Program and Finance staff to assist sub-recipients in developing detailed financial proposals, budget review and revision.
ESSENTIAL SKILLS
Must have Bachelor degree in Accounting, Finance, Commerce. ACCA or Business Administration
Having Master in the Accounting or degree in Law is an assets
Knowledge on budget analysis and familiar with paralegal terms is preferable
At least 3 – 5 years’ experience in related position with grants management, accounting and project financial management
Fluent in written and spoken English and Thai for Business communication level
Advanced knowledge of excel, as well as understanding of word-processing, and powerpoint
Exposure to NGO work in international setting is a plus
Knowledge and experience in the use of accounting software, mainly Sun system
Excellent organizational, planning, and interpersonal skills
Experience of working in a multicultural, low-resource setting
Ability to communicate technical information to both technical and non-technical audiences
Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
