ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.
The responsibility of the Department of Energy (EAE/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.
Energy Technologies and Industrial Applications Division (EAE/ENE/ETI) is responsible for supporting Member States with technology transfer and localization of low-carbon energy technologies and their applications towards achieving the ISID. It focuses on facilitating localization and adoption of energy technologies in frontier markets and their applications in industry for productive uses.
This project funded position is located in the Energy Technologies and Industrial Applications Division (EAE/ENE/ETI) within the Department of Energy (EAE/ENE), and will be based in Bangkok, Thailand.
PROJECT CONTEXT
This assignment is for and on behalf of the Department of Energy, particularly the Energy Technologies and Industrial Applications Division (EAE/ENE/ETI) that focuses on promoting and developing sustainable energy technologies and applying it for sustainable industrial developments.
Project: Greening Industry through Low Carbon Technology Application for SMEs
The overall objective of this ongoing project’s is to promote investments in renewable energy technologies (RETs) for heat generation in manufacturing SMEs for reduction of carbon footprint (CFP) of their products. These interventions aim at removing the barriers and enabling the SMEs to utilize RETs such as biomass (boiler/gasifier), biogas, solar energy, etc., to generate thermal energy for the production process, which will replace fossil fuels and offset the GHG emissions.
In addition of standard monitoring and evaluation component this GEF funded project has following 3 main components:
Component 1: Development and enforcement of policy measures and streamlining of incentive schemes: Under this component, a new national policy to promote RETs for heat generation will be established by the Thai Government.
Component 2: Development of human and institutional capacity: Through this component, capacity development and knowledge management will be developed on RETs for heat application and CFP of products in manufacturing SMEs.
Component 3: Promotion of investments in RETs for heat generation in rubber glove industries: This component is extremely crucial as investments in renewable energy projects for thermal energy generation are profitable and generally yield a quick payback period within few years. However, SME owners are reluctant to invest because of their lack of knowledge on the technology and its financial viability, trust on the technology and technical capacity to develop such projects.

FUNCTIONAL RESPONSIBILITIES
The National Expert will be posted at the UNIDO Regional Office in Thailand or Department of Industrial Works (Ministry of Industry) with reporting to the Project Manager of the Department of Energy. His/her work will be supervised locally by the National Project Coordinator, while closely coordinating with the UNIDO Regional Office Bangkok.
His/her assignments will be:
Under the overall supervision of the Project Manager based at the UNIDO’s headquarters (HQ), under the guidance of the National Project Coordinator and working with the project team in both the field and the HQ, the National Expert fulfils the following duties:
Project Planning and Implementation:
Help with the recruitment of members of the Project Management Unit (PMU) (including project team as well as short term National Experts contracted when needed).
Coordinate project activities as per project plan to resume the project activities under guidance of the assigned unit under the Department of Industrial Works and UNIDO.
Follow up the delivery of inputs and ensure the achievement of the expected results and the planned work-plan/schedule in the framework of the project.
Prepare project documentation to initiate implementation activities, including but not limited to recommendations, terms of references (recruitment) and technical specifications (procurement).
Ensure the technical evaluation of received offers according to UNIDO rules and regulations.
Monitor and facilitate the proper delivery of all procured equipment.
Maintain inventory and ensure storage and distribution of procured items to beneficiaries.
Coordinate with the line ministry, private sector and other stakeholders and ensure their active involvement
Assist in organizing Project Steering Committee (PSC) meetings, Technical Working Group (TWG) meetings and other relevant meetings on a regular interval
Engage with Government, other UN agencies and development works to identify new area for collaboration
Participate actively, to the initial assessment of each of the selected, potential beneficiary private sector companies.
Participate in the selection of private sector enterprises for analysis and subsequent implementation of pilot demonstration programmes.
Maintain all project records, filing system and regularly update them.
Review and ensure the quality of technical reports submitted by the Contractor or Consultant hired under the project
Performing any other duty as assigned by the project manager.
2. Support and Facilitate the in-coming Missions
Facilitate and support incoming missions of UNIDO Officials and international experts contracted in terms of the project.
Facilitate monitoring and evaluation exercises by independent UNIDO and/or GEF.
3, Monitoring and Reporting
Prepare monthly reports of the activities carried out
Ensure project progress is in line with planned scheduled and within allocated budgets
Report project schedule or budget variance, if any and suggest alternative solutions in advance
Prepare Annual project review report for GEF and provide project progress reports in a regular interval
Prepare a final report of the activities carried out during the assignment
Facilitate the final review of the project
4, Project contingent activities
Carry out ad hoc activities that might become needed during project implementation
Carry out other activities related to the project requested by UNIDO RO
Education: Bachelor’s degree or Master’s degree in energy, environmental management or engineering or other relative fields.
Technical and Functional Experience:
At least three years of relevant professional experience in energy, environment, climate change, developing practical appreciation of the context of technical cooperation activities.
Knowledge of UNIDO project implementation modalities, SAP and the GEF project experience would be an asset.
Exposure to the needs, conditions and problems in developing countries.
Ability to research and analyse information.
Ability to write in a clear and concise manner.
Ability to work effectively in multi-cultural teams.
Languages: Fluency in written and spoken English and Thai is required.
