Communities in Thailand (DEEC) Project

JOB Purpose:               

Plan International and Telenor/DTAC have a common goal to promote a safe online environment for children and youth by fostering digital literacy and resilience while strengthening safety nets.

 

This project aims to empower ethnic minority people, especially young women, through income-generating activities, using digital skills. In partnership of Plan International Thailand, dtac, the Division of Social Welfare Development of Thailand, and the Digital Innovation and Transformation Center, the project will provide necessary training from basic entrepreneurship to online marketing, for the selected 24 community-based enterprises (CBEs) from Chiang Rai, Chiang Mai, Lamphun, Mae Hong Son, Nan, Phayao, and Uthai Thani provinces.

 

These communities are categorized into Tier 1 and Tier 2 which are distinguished by their level of readiness to perform online marketing activities. Direct and indirect beneficiaries include seven ethnic roots, namely Hmong, Karen, Lahu, Mein, Mlabri, Shan, and Dara-Ang. Young and older generations will learn and work together and share their expertise, experience, knowledge, and skills as well as adapt the gender transformative approach that is not only to improve women’s access to key resources but also to help communities understand and challenge the social norms that perpetuate inequalities between men and women. Under the project’s coaching and mentorship, it is expected that these 24 communities will be able to develop business plans and products, and use the provided digital skills to increase the sale of their locally produced products in the online market.

 

This project believes that with the right approach and expertise from all partners, digital technologies could deliver much-needed benefits to the ethnic communities struggling to develop their livelihoods in the face of the current economic upheaval caused mainly by the COVID-19 pandemic. In Thailand COVID-19 pandemic only has mild impact on overall e-commerce market, steadying upward of 100 million EUR (110M in 2019, 102M in 2020, and 109M in 2021).

 

Whilst sales of OTOP products in 2021 was at 7,500 million EUR, to which is from 96% domestic market alone1. The existing market size is substantial and the government has set their indicator to at 7% increase for annual OTOP product sold. This provides feasible opportunity for the targeted communities to thrive in upcoming years.

 

The Project Coordinator is based in Chiang Mai and responsible for the overall implementation of DEEC project, the monitoring of project activities delivered by implementing partner, and the coordination with other relevant stakeholders and donor (Telenor/DTEC). S/he will facilitate and manage the design, implementation, monitoring and evaluation of all related activities including ensure timely submission of all related reports.

 

The job requires administrative and logistics supports which are aligned with the related Plan International’s policy/procedure/standard. 

 

 

 

 

Core Roles and Responsibilities: 

Planning

  • Develop and complete Detailed Implementation Plan (DIP) of the assigned project.
  • Develop work plan for monitoring visits on the ground (quarterly or six-monthly) including the visit by MERL team.

 

 

Management and Operations

  • Ensure that the project activities are fully implemented and delivered within the specified timelines and results.
  • Coordinate and monitor the implementation of project activities by implement partner including the development of work plan, budget and deliverables for the MoU/partnership agreement.
  • Coordinate and liaison with relevant project stakeholders to ensure good partnerships.
  • Ensure good collaboration with communities, relevance stakeholders in addressing children’s rights and equity for girls as well as improving participatory of children and youths.   
  • Coordinate and liaison with donor (Telenor/DTEC).
  • Manage and coordinate with external consultants, if any.
  • Set up Project Outline (PO), WBS Codes, etc. in SAP including regular update required data/information in SAP and modifying PO and/or project budget in SAP as needed.
  • Set up Project in PMERL and update data regularly.
  • Update the DIP related to given outcomes and activities of the assigned project.
  • Prepare quarterly reports, narrative reports, case stories and annexes as required by Plan International and donor.
  • Review monthly BvA and financial reports and coordinate for corrections, if any.
  • Maintain documentation, records and filing of project activities, meetings and assets in a systematic way.
  • Work with other program team members for the purpose of integrating the other cross-cutting programs.

 

Other Tasks

        - Liaise and develop networks with IOs, NGOs and government agencies for the purposes of information exchange, strategic operations and networking.

        - Support Plan International’s advocacy effort to push for relevant public policy changes.

        - Provide supports to all concerned parties as required.

        - Perform other tasks as assigned.

 

 

Key Results and Criteria for Success

Criteria for Success

  • Understanding background of working with children and community people, and have ability to strengthening community empowerment included with children, especially girls.

  • Ability to work with children, youth, local community, and other stakeholders and networks.

  • Ability to assess/analyst situation and to resolve issues.

  • Ability to communicate across projects/programs.

  • With minimum supervision, ability to manage the project, monitor the implementing partner.

  • Act as point of contact for relevant information/enquires from project team and other related persons.

  • Properly handles the administrative supports as required.

  • All assigned tasks/jobs are implemented accurately and timely in compliance with Plan International’s corporate

financial/ accounting/administration policies and procedures.

 

Key Results/Deliverables

  • Implementation the assigned project with deliverables, timelines and resources required.

  • Documentation of the project process and activities.

  • Monitoring project’s progress and suggest for improvement.

 

 

Qualifications and experience

Skills Specific to the Post Holder:
•    Good knowledge and skills on entrepreneurship and income-generating activities with ethnic communities.
•    Comprehensive digital skills
•    Capacity building skills for young people especially girls and women.
•    Able to operate concepts and strategic thinking.
•    Network building skills.
•    Negotiation, facilitation and training skills.
•    Ability to maintain continuous productive communication with all stakeholders.
•    Report writing skills.
