Job Advertisement: Project Officer – Digital Relations, Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish) Project

Position:  Project Officer – Digital Relations, Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish) Project

Assignment duration: Fixed term 12 months with possible extension to December 2023

Duty stationBangkok with around 30 % of travelling time to meet stakeholders

 

JOB Purpose:               


Project Officer – Digital Relations will lead the management and dissemination of the project’s digital learning tools, as well as developing media materials, for the promotion of responsible recruitment among small and medium sized businesses in the Thai seafood processing industry, as well as recruiters in their recruitment chains.


 

 

The Project Officer – Digital Relations will be under direct supervision of the FAIR Fish Project Director. This position is based in Bangkok. The person in this position will spend most of his or her time managing and promoting the project’s online course platform, monitoring the project’s mobile application usage among stakeholders, and developing new media materials for the promotion of responsible recruitment practice among relevant stakeholders.

The person in this position will ensure the project’s target audience receive information and improve their understanding on forced labor, human trafficking and responsible recruitment practice. He/She will handle the coordination with relevant stakeholders, partners, resource persons, and vendors in close coordination with the Project Director and other team members.

 

 

Core Roles and Responsibilities:

Key responsibilities:

 

  • Implement and monitor the dissemination of the project’s mobile application on safe migration and worker rights among migrant workers

  • Manage the project’s self-paced online course platform on responsible recruitment practice and provide support to learners enrolling in the online course.

  • Promote the online course platform and mobile application among relevant stakeholders

  • Develop new media materials for the promotion of responsible recruitment practice among relevant stakeholders through communication channels, including social media.

  • Manage and keep the project’s Facebook Page active with new contents on a regular basis.

  • Develop and distribute the project’s newsletter to stakeholders through email on a regular basis.
     

Management/Operations:
 

  • Coordinate with the Project Director, other team-members, and Thailand Country Office’s program support staff on project management through the project cycle (planning/ implementing/ monitoring/ evaluation/ reporting)

  • Monitor the progress of the project activities and maintain the progress log in Plan’s reporting system and other monitoring, evaluation and learning tools

  • Review progress towards stated activities and outputs mentioned in the project work plan, a detailed implementation plan, and project spending and make adjustment when appropriate.

  • Assist in preparing the project’s progress reports to ensure accuracy and timely submission

  • Participate in monthly and quarterly management and planning meetings

  • Support Plan International Thailand’s influencing effort for positive change in social norms and behaviors of relevant stakeholders

  • Perform other tasks as assigned by FAIR Fish project director

  • Committed to child safeguarding and gender equality and inclusion

 

Skills Specific to the Post Holder:
 

  • Familiar with Learning Management Systems, online courses and other digital communication or learning tools

  • Good story telling skills

  • Professional level proficiency in English and Thai Language: spoken and written

  • Problem solving skills

  • Independent and self-starter

  • Good human relations skills

  • Computer: Microsoft Word, Excel, Internet and Power Point, Zoom, Canva, Articulate360
     

Qualifications and Experience:
 

  • Bachelor degree in arts, writing, communication, marketing, e-learning, digital education, education or other related fields

  • Familiar with online courses, learning mobile applications and their development processes

  • Ability to edit SCORM files is a plus.

  • Experience in managing a Facebook fanpage

  • Experience in putting together newsletters for distribution via emails

  • Experience in producing media materials for behavioral change communication

  • Familiar with human resource management in private companies, particularly worker recruitment processes

  • Practical experience in implementing and monitoring projects

  • Knowledgeable about issues and challenges endured by migrant workers, particularly those in the Thai fishery industry, business and human rights principles and social compliance initiatives is an advantage

  • Understanding of rights-based development, child rights, migrant issues, decent work opportunities, and gender equity
