Background of the project 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provide assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

IRC will provide a broad range of protection services to newly arrived refugees identified within the Royal Thai Government’s “safety zones”, “holding areas” and informal settings. Protection monitoring by the IRC and a network of local implementing partners and community-based organiza-tions (CBOs) will be the primary means to identify key protection risks for populations.

 

Scope of work

Livelihood team has opened opportunity for the refugee to learn Thai language in order to equip and well prepare the refugee to be able to travel and work outside camp as they will have to communicate in local language such as Thai. However, the team is not able to con-duct the training by themselves as they have other activities to focus on. With this aim, Livelihood team needs to hire a trainer who can provide services as follows

•  Standard Thai language skills focusing on basic communication (at least well under-standing of Thai language), reading and writing. The consultant is responsible for Thai language training

•  Support Livelihood Officer to come up with new ideas for product development training and facilitate the existing training such as weaving, doll making, sanitary pad, mask strap and natural dye trainings in refugee camp. It aims to encourage beneficiaries to earn income generation from the products they have developed and able to access to external market.

 

Deliverables:

•  Develop the training agenda based on the given curriculum.

•  Conduct 6 months course Thai language training and arrange teaching materials as needed

•  Prepare monthly test to review how much participants learn in a month.

•  Support Livelihood Officer in existing product development trainings as well as bringing up the new ideas for new products.

•  Conduct After Action Review and report to Senior Livelihood Manager after the completion of 6 months course.

•  Report to Livelihood Manager every two weeks.

 

Payment Rate and Schedule:

Payment shall be made by the IRC upon IRC’s receipt and acceptance of Provider’s invoice, Timesheet, and/or successful completion of services by Provider and acceptance by IRC management staff, to be paid by bank transfer by the end of each month. IRC may withhold for taxes 3% as required by law and shall provide withholding certificates to the contractor.

 

Requirements:

•  At least Thai high school graduate or attain any Thai government diploma.

•  Experience in organizing training in related topics for at least 1 year.

•  Able to communicate in local language, Karen or Burmese is a plus.

•  Able to summarize daily lessons.

•  Good reporting skills.

•  Good communication skills.

•  Good awareness on refugee context.

•  Flexible with different languages.

•  Flexible with the time and travel.

•  Able to travel to refugee camps.

 

Standards of Professional Conduct:

The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way – Code of Conduct.  These are Integrity, Service, Accountability and Equality.  In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Harassment-Free Workplace, Fiscal Integrity, Anti-Retaliation, Combating Trafficking in Persons and several others.
