Call for applications - Consultancy
Handicap International is seeking for a suitably qualified candidate to conduct a comprehensive data analysis and reporting of the data collected from Burmese refugees settled in 9 temporary camps focusing on impact of Risk Education (RE) activates, level of knowledge, groups in risk and their risk behaviors.
Duration: Short-term assignment, maximum 20 working days

Introduction
Handicap International (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is non-profit making association founded in 1982.
HI’s started working in Thailand in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine victims, most of whom needed lower limb prostheses. Since 1998 the scope of project broadened and the project promoted provision of physical rehabilitation services to persons with disabilities and facilitating persons with disabilities access to health, education and economic activities within the temporary shelters.
Scope of the assignment
Handicap International re-launched Risk Education on mine and Explosive Remnants of War (ERW) project in 2012 due to resettlements between 2010 and 2012 and because the camps in Thailand witnessed the arrival of hundreds of new families. Moreover, HI received an official demand from the camp leaders in May 2012 to start its mine/ERW project in the 9 camps again.
Since that, Pre-Impact Assessment was conducted in November 2012 and Post-Impact Assessment in November 2013 to analyse feedback on changes and expected decrease of a dangerous behaviours’.
Post Impact Assessment (PIA) is planned in 2015 to finalize and to provide end-line of 2-year Risk Education project funded by the U.S. Department of State, Bureau of population, refugees, and migration (PRM) in 9 camps along the Thai-Burma border.
PIA is looking for findings, which are not usually measured in terms of socio-economic impact and community development. PIA shall also provide donors and implementing agency and partners information about the results of the intervention as a whole; this is necessary in order to evaluate how the action has impacted the proposed final beneficiaries, to discover the causes of success and failure, and to improve the planning of further interventions
Objectives of assignment
The overall objective of the assignment is to report on 2-year project results as well as to provide the overall outcomes of Risk Education (RE) activities since 2012.
Terms of reference/ Post Impact Assessment 2015 - Data Analysis & Reporting
Specific objectives:
Post Impact Assessment shall re-assess positive and/or negative impact of Risk Awareness activates (comprising Risk Education, Public Information and Advocacy) implemented over the period 2014-2015 in order to confirm target beneficiaries and type of action.
It will specifically look for the following:
1. Measure the effect of Risk Awareness activities on knowledge, attitudes & practices among refugees population and in which scale the targeted groups’ behavior has changed (impact of implemented activities);
2. Confirm and/or identify new at risk-groups breakdown per age, gender, background and risk behaviors, to be targeted in further mine/ERW RE activities;
3. In accordance with the PIA results, recommend type and contents of appropriate action(s) (session, briefing and/or training, type of messages), adapted/new IEC material and tools (posters, leaflets, etc.) to apply in future to reach better impact.
Deliverables
The applicant in charge of the assignment will produce the final PIA report clearly divided into the following sections:
1. Executive summary of the assessment findings;
2. Introduction to the context;
3. Briefly report on assessment methodology, including selection of target groups and sampling method, and explain the limits of the assessment if any;
4. Detailed key findings per target group, gender, age, camp, etc. and conclusions related to the specific objective 1 and specific objective 2 elaborating clearly and illustrating with relevant graphs, pie charts whenever possible if, and how knowledge has evolved over the years and how the action impacted behavior change;
5. Recommendations in relation to specific objective 3;
6. Annexes – data collection questionnaires.
Coordination
The selected applicant will be oriented and supported by HI team in Thailand and guided by HI Risk Education / Information Management & Exchange Technical Advisor, based in Lyon.
The applicant will work closely with Mine Risk Education team (Project Manager and five project Officers) and Data Entry in Mae Sot who were in charge for Post-Impact Assessment training (to Camp based staff) and quality assurance during data collection and control of reporting, translation and transfer of data from their respective camps to Data Entry in Mae Sot office.
HI will provide a candidate 2012-Pre Impact report, 2013-Post Impact report and 2015-Post Impact Assessment Protocol timely.
Time Frame
Post Impact Assessment data analysis is expected to start on the 6th of August with 2-day desk review and to complete no later than the 20th of August 2015.
Draft final report to be submitted on the 21st of August and final assessment report including comments and/or inputs from HI no later than 4th of September.
Terms of reference/ Post Impact Assessment 2015 - Data Analysis & Reporting
Specification of the requirements:
1. Written and spoken English is mandatory; Good writing skills required;
2. Proven knowledge of MS office and specially MS Excel;
3. Proven experience of data/information management system and experience in data analysis and reporting;
4. Experience in mine action and particular in Risk Education, community based risk education and risk management, Victim Assistance is essential;
5. Experience/ knowledge of refugee contexts is essential;
6. Previous experience in surveys/ assessments and/or data collection is in asset;
7. Experience working with Non-governmental organization would be in asset.

2. Short CV and list of experiences/assignments highlighting those focused on data processing and analysis, data collection, mine risk education and/or mine victims.
3. Financial application with integrate expenses related to the assignment (fees, accommodation in Mae Sot if applicable, etc.).
4. Two references.
5. Registration certificate (copy).
Note: Selected candidate will be requested to submit relevant documents needed for contracting such as ID/Passport, insurance, fiscal registration, etc.
Maximum budget available: 1,500 euro
Evaluation of the expression of interest and other required documents will be made by a selection committee only if complete application is received. Criteria to select the best application will be based on quality of the demonstrated expertise/skills of the applicant (Letter of interest), previous experiences (CV and the list of experience related to data entry), and competitive financial proposition.
