Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary:

The Senior Warehouse Officer as an integral member of the Supply Chain Department holds primary responsibility for inventory and warehouse management. The role holder will be responsible for implementing the IRC inventory policies with regards to all project items including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies where applicable.

Major Responsibilities:

 

Materials Receiving and Dispatch:

• Manage materials receiving process by ensuring that received documents are cross checked and goods inspected to ensure quality and standards of the medical products and supplies.

• Make sure that the documents and materials received from suppliers and other sources are accurate and complete.

• Liaise with the Supply Chain manager and Supply Chain coordinator to advise Programs of potential inventory shortages and to provide update on stock levels.

• Ensure that the cold chain system is organized, and that “keep-cool” items are handled appropriately.

• Ensure timely dispatch of materials from the stores with appropriate documentations and accurate update in close collaboration with Fleet Manager.

• Assist Medical team for the quarterly procurement of essential drug, supplies, and equipment for Tak camps.

• Handle all contribution in Kind (CIK) and closed grant inventory.

• Organize the replenishment of stock items as need arises based on an approved purchase requisition in collaboration with Health Team and Camp Pharmacy Staffs in compiling drug orders from camp clinics and distribution of drugs supplies in camps.

• Conduct bi-monthly Pharmacy Management Monitoring Check and record results, maintaining drug inventory, Quarterly Inventory check and submit monthly report to Senior Medical Managers.

Warehouse Documentation

• Ensure day-to-day inventory transaction (stock card, bin card, inventory reports and related documents) are updated on a real-time basis with accuracy.

• Implement standard warehouse documentation process, such as Delivery Report, Waybills, Store Release, Bin Cards, and Stock Cards are accurately implemented in accordance with IRC SOPs.

• Maintain the Warehouse activity book recording (i.e. Warehouse Register) for all outgoing and incoming receipts and activities.

• Ensure Warehouse Authorization Schedule is up to date and display.

 

Warehouse Controls

• Conduct inventory cycle count for all stocks as per IRC Inventory management SOPs.

• Conduct Year-end and Grant-end inventory counts exercise and provide accurate reports.

• Conduct internal inventory checks and keep records of all records.

• Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouses.

• Ensure good arrangement of storage facilities with appropriate layout, and signs display in strategic locations.

• Assign tasks and supervise the working of casual laborers.

 

Warehouse Safety and Security

• Ensure physical security of the Warehouse by restricting visitors and any other unauthorized persons.

• Implement and ensure clear safety procedures.

• Ensure the maintenance of warehouse building(s), fittings and equipment.

• Ensure the warehouse is regularly fumigated against pest, rats, rodents etc.,

• Maintain and periodically service fire extinguishers.

 

Reporting

• Prepare and submit accurate inventory reports on time as per donor regulations for Asset.

• Support with developing and updating of warehouse material distribution plans as required.

• Regular review expiry date of all stock items and report to Supply Chain Coordinator, and stock owners when stocks are due to expire in six-month time and perform disposals for all scraps.

• Perform other duties as assigned by the supervisor.

 

Pharmaceutical

• Provide accurate and update inventory data to support to the health team on forecasting and supply planning for pharmaceutical supply for all health projects

• Ensure the IRC standard pharmaceutical inventory tracking tool is in place and accurately maintained in each location

 

Key Working Relationships:

Position Reports to: Supply Chain Manager Position directly supervises: Warehouse Assistant

Indirect Reporting: Supply Chain Coordinator

Other Internal and/or external contacts:

Internal: Senior Health Coordinator, Health Coordinator, Senior Clinical Managers (PHC, RCH), Laboratory Technical Officer, Community Health Supervisor, Psychosocial Manager, and Nurses; Livelihoods team; Protection team

External: N/A

 

Job Requirements:

 

Education:

Bachelor’s degree or equivalent in Supply Chain Management, Logistics, Pharmacy, Health, Public health, or another relevant field

 

Work Experience:

At least 3 years’ experience in warehouse management or equivalent

 

Demonstrated Skills and Competencies:

• Strong organizational skills

• Good communication skills in both verbally and in writing

• Able to work under pressure with minimum supervision

• Good prioritization skill and time management

• Computer proficiency in MS Excel

• Service mind and team-oriented person

• Ability to work to regular deadlines and adapt to changing situations

• Ability to work well in a team and with colleagues from different cultural backgrounds and walks of life

• Experience in non-governmental organizations and migrant/refugee contexts preferred

 

Language Skills:

• Good command of written and spoken Thai and English or other ethnics languages (preferable Burmese, Karen languages).

Working Environment: The position will be based in Mae Sot District, Tak Province, with frequent travel to Mae La, Umpiem and Nupo Temporary Shelter in Tak.
