Who We Are:
IJM is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems. IJM is a global team of lawyers, social workers, caseworkers and other professionals in 29 offices across 22 countries, including multiple offices in Southeast Asia. In Thailand, IJM Foundation provides support to Thai authorities to eliminate forced labor and labor trafficking. IJM’s technical specialists support Thai law enforcement, social services, prosecutors and courts to identify and prosecute cases of forced labor and labor trafficking crimes and restore survivors to safety and strength.
Project Background
An absence of clear implementing guidelines for Thailand’s forced labor law (Section 6/1 of the Anti-Trafficking in Persons Act) over the past few years has resulted in confusion in distinguishing between forced labor (FL), labor trafficking (LT) and Labour Protection Act cases among national, specialized TIP units and others responsible to identify such cases, including the Royal Thai Police, Department of Special Investigation, provincial social welfare officers, Ministry of Labour Department of Labour Protection and Welfare officers, and Department of Fisheries port-in, port out (PIPO) inspectors.
To help address these gaps, IJM Foundation has secured a 42-month grant-funded project from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) to support Thailand’s Office of the Prime Minister in implementing a justice system strengthening project related to these issues. The project officially began June 1, 2022 and will conclude on November 30, 2025.
The project, Equipping Thai Officials to Identify and Investigate Forced Labor and Labor Trafficking: Improving Case Outcomes and Victim Engagement through Enhanced Capacity Building, aims to build the Thai government’s capacity to enforce its TIP laws in a trauma-informed, victim-sensitive manner, equipping frontline officials with guidelines and training needed to ultimately increase the number of FL/LT cases identified and improve case investigation outcomes.
These needs will be met through four objectives. Objective 1 will resource frontline officials with new implementing guidelines and coordination and referral SOPs to identify, refer and investigate FL/LT cases. Through Objective 2, training of trainers (TOTs) and an online training platform will equip agencies to train frontline officials to apply the guidelines and SOPs; and in Objective 3, agencies will be equipped to train frontline officials to use trauma-informed, victim-centered approaches in their work to identify FL/LT cases. Crosscutting Objective 4 extends Objectives 2 and 3 by establishing and building the capacity of teams of expert mentors within each government target agency to monitor and support the institutionalized training and coaching of frontline officials.
The Project Coordinator is a fixed-term position for immediate hire and terminating on the end date of the project, which is November 30, 2025.
Responsibilities
The Project Coordinator is responsible for coordination of the project activities at the country level. The position supports planning, coordinates delivery, and assists with the monitoring of activities, working closely with the Project Director, the Finance and Administration Managers, and other team leads within IJM Foundation. The Project Coordinator will support the Project Director to prepare annual work plans and budgets for the use of J/TIP-IJM resources; coordinate activities supported by J/TIP-IJM ensuring effectiveness and efficiency; and ensure that results are appropriately monitored and reported.
