The ICRC regional delegation in Bangkok provides assistance to victims of violence and works with authorities in order to improve the conditions in detention facilities. It also endeavours to promote and to strengthen humanitarian law and universal humanitarian principles.
The Regional Delegation of the International Committee of the Red Cross in Bangkok is recruiting a
Legal Officer/Advisor, based in Bangkok
The ICRC's Advisory Service works closely with national governments, taking into account their specific needs, political systems, and legal traditions – with a view to all States (Countries) adopting IHL treaties and other relevant instruments and putting in place comprehensive national legislation. The Legal Advisor/Officer position collaborates with both internal such as Training Regional Unit, etc. and external organizations to elaborate the key messages on International Humanitarian Laws (IHL) and participates in seminars, workshops and training courses when requested.
Your main responsibilities: The Legal Advisor is in charge of two main programs:
The implementation and promotion of IHL in national legislation;
The integration and promotion of IHL in academic circles of the Regional Delegation in Bangkok, covering Thailand, Laos, Cambodia, and Vietnam. S/he reports directly to the Deputy Head of Regional Delegation.
Other responsibilities
Monitors and advises delegation(s) on IHL and national legal matters
Performs independent research and analysis of specific legal matters
Participates in project/program reporting
Disseminates at an advanced level
Develops & maintains network with Thai and regional government authorities and academic circles
Participates in budget preparation and monitors its programs implementation.
Contributes to the formulation of strategies to address issues related to IHL and legal matters in particular:
Ratification and implementation of IHL Treaties by the countries covered by the Regional Delegation
Dissemination of IHL to Think Tanks, universities, members of government and academic circles
Manages and monitors the implementation of his objectives
Is in charge of the internal reporting on objectives
Manages the resources concerning his objectives
Your education and experience
Master degree in Law or equivalent, preferably emphasis on Public International Law
Very good knowledge of IHL and of national legislation
4 years work experience in a similar function
Teaching/dissemination experience
Excellent spoken and written English and national language
Very good drafting skills
Your profile

Ability to think strategically and coordinate with a variety of contacts
Strongly motivated by humanitarian work and able to work effectively in a multicultural environment
Ready to travel to all countries covered by the post
