Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The Local Empowerment and Resilience Network (LEARN) Activity is a 5-year, USAID-assisted project that aims to empower citizens and communities in southeast Myanmar by developing and strengthening collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and address community needs and concerns.
CPI is currently seeking a qualified candidate for the position of Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager for the LEARN Activity. The Senior MEAL Manager will oversee MEAL activities in order to generate robust evidence as part of LEARN’s adaptive management systems, including assessments/surveys and routine data collection of project indicators; cross-learning across consortium partners; accountability to beneficiaries, donors, and other stakeholders; document retention; capacity strengthening of LEARN consortium staff and local implementing partners; compliance with USAID MEAL requirements; and reporting of MEAL data to USAID.
Primary Responsibilities
Contribute to the development, implementation, and routine updates of LEARN’s MEAL tools, approaches, frameworks, and databases, including (but not limited to) the Theory of Change and narrative, log frame, and MEAL plan.
Ensure application of standardized MEAL tools and approaches across the LEARN Activity’s consortium partners and activities in line with USAID’s MEAL requirements and the LEARN MEAL plan.
Provide technical review and support across all MEAL components of the LEARN Activity.
Support the Strategic Information Lead by coordinating with MEAL focal across all LEARN consortium partners to compile all required MEAL data for donor reporting, in order to ensure timely and accurate submissions to USAID as per the agreed-upon reporting schedules
Support routine monitoring of the progress of LEARN implementation by conducting monitoring visits, data quality audits, and review of implementation reports.
Lead the organizational capacity assessment related to MEAL of LEARN consortium partners and local implementing partners
Strengthen the capacity of LEARN project staff, consortium partners, and local implementing partners (ethnic service providers, CSOs) in the collection and analysis of routine project data, data management, and data quality control measures.
Contribute to project-wide assessments and surveys including baseline, midline, and endline evaluations, including recruitment, training, deployment, and management of data collection teams
Contribute to the development and implementation of a LEARN dashboard for MEAL data
Support adaptive management practices that will ensure that lessons learned from implementation, assessments, and community feedback mechanisms are incorporated into implementation by analyzing data and communicating key findings based on LEARN’s MEAL activities in regular meetings with LEARN consortium partner staff
Foster a learning environment and contribute to knowledge management within the LEARN project
Provide managerial oversight to a team of MEAL Managers and Senior MEAL Coordinators, and support MEAL team workplan and budgeting processes (monthly, 6-monthly, and annually)
Coordinate with technical and cross-cutting specialists to ensure that robust and participatory beneficiary accountability and feedback mechanisms are established, used, and reported against
Ensure that project data are protected and shared according to CPI and USAID policies
Recommend the use of ICT solutions for MEAL, as appropriate
Any other relevant tasks assigned by the Strategic Information Lead (supervisor)
Essential Skills
Master’s degree in public health, epidemiology, statistics, or other relevant fields.
At least seven years of relevant MEAL work experience in humanitarian and/or development programming
Strong track record in developing and implementing MEAL systems
Strong knowledge/experience of quantitative and qualitative project evaluations
Strong report writing and data visualization skills, with the ability to present MEAL findings clearly
Some proficiency in statistics and statistical software
High proficiency in written and spoken English
Self-motivated and able to work independently
Highly organized and able to work to deadlines
Confident and cooperative, even under pressure.
Able to quickly develop a strong understanding of the local cultural and political context, and be able to motivate others and work successfully within these contexts.
Preferred:
Prior experience working with USAID or for a USAID grantee, and familiarity with USAID MEAL requirements
Prior experience working with ethnic service providers and CSOs in southeast Myanmar
