Title: Warehouse Management Consultant

Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Objectives:
Having the consultant with specialties in the area of warehouse management with extensive knowledge in pharmaceutical products to ensure the deliverable of warehouse set-up and asset management are performed in accordance with the IRC Standard with a good flow and accuracy. The incumbent shall perform as Warehouse Manager as part of Supply Chain unit and collaborate working with supply chain teams in Thailand.
Scope of Services:
Warehouse
1. Support warehousing activities to fulfill the program implementation and emergency response
2. Support capacity building of warehouse officer and camp base assistants at the camps in Ratchaburi and Kanchanaburi, ensuring implementation of pharmaceutical warehouse management and completion of documents setting forth the obligations and the Authority
3. Support the set-up of non-pharmaceutical warehouses and transit warehouses at IRC offices in Ratchaburi and Kanchanaburi with appropriate control
4. Ensure that the cold chain system is organized, and that “keep-cool” items are handled appropriately
5. Make sure that all the storage facilities are well arranged with appropriate layout, and signs display in strategic locations
6. Support inventory cycle count exercise
7. Support pharmaceutical warehouse improvement in the camps
8. Implement GSC SOPs on assets and inventory management.
9. Ensuring that all assets are controlled and managed properly in accordance with IRC assets management policies and procedures including the donor-specific polices.
10. Update the Asset Data and provide grant end reports.
11. Work closely with supervisor to dispose assets including Auction, transfer, and donation process management in line with donor regulations and approval, with reference to organization policy.
12. Conduct asset inventory (physical count) during the reporting period.
13. Prepare and submit accurate inventory and Asset reports to supervisor on time as per donor regulations for Asset.
14. Support the implementation of post-audit corrective action plan
Deliverable:
• Ensure the effective deliverable on warehousing service by providing close supervision and full support for appropriate arrangements
• Support warehousing activities to fulfill the program implementation and emergency response
• Ensure quality of documentation setting forth the obligations and the Authority that includes, but is not limited to, the Bin card, stock card, Store Release, Waybill, to fulfill warehouse management process, fully accurate and timely update
• Complete set-up of pharmaceutical warehouse, non-pharmaceutical warehouses, and transit warehouse at IRC offices in Ratchaburi and Kanchanaburi with appropriate control
• Ensure Asset Data is up to date and provide grant end reports.
• Provide accurate inventory and Asset reports to supervisor on time as per donor regulations for Asset.
Duration of Work: 3 months contract
JOB REQUIREMENTS:
Education:
• Bachelor’s degree or equivalent in Supply Chain Management, Logistics, Pharmacy, Health, Public health, or other relevant fields
Work Experience:
• At least 5 years’ experience in Supply Chain Management or related fields
• Prior experience of working in Logistics, Inventory or Warehouse management position in a multi-cultural environment.
Demonstrated Abilities:
• Good communication skills
• Good command of spoken and written English
• Fast learner with strong organizational skills
• Ability to work independently and sense of initiative
• Proficient in Microsoft excel
• Ability to work under pressure
• Adaptable person
• Having self-confidence and readiness to be a team player
