HelpAge International East Asia/Pacific Regional Office (EAPRO) is now looking for a “Communications Manager” based in Chiang Mai, Thailand (Initial 2 year-contract renewable)
Background:
HelpAge International has a vision of a world in which all older people fulfil their potential to lead dignified, healthy and secure lives. HelpAge International is a global network striving for the rights of disadvantaged older people to economic and physical security; healthcare and social services; and support in their caregiving role across the generations. HelpAge International has a secretariat of eight regional offices, fifteen country offices and a head office working with more than 1,000 affiliate and partner organisations in 95 countries.
The East Asia region is going through a very rapid demographic transition which has profound impact in all aspects of social and economic life. Promoting regional policy dialogues requires analytical capacities and a robust understanding of this change and its implications by HelpAge and the network of organisations working on ageing. A small communications team is tasked with gathering and disseminating knowledge, awareness and promoting willingness to act promoting the rights, recognition and participation of people in later life in their societies.
HelpAge’s East Asia and Pacific regional office is currently managing two regional, multi-country projects. Strengthening the CSO Network on Ageing as a Development Partner in Southeast Asia is a project with a strong communications identity in building a stronger Network on Ageing that is more capable of gathering the views of older people and working as strategic partner with ASEAN and its member governments to address the challenges of rapid ageing. In practice this involves ongoing support to the network members in the region, sharing knowledge and promoting learning and innovation in regional communications.
Job Purpose:
The Communications Manager provides overall leadership, management and direction to the Communications and Campaigns work of HelpAge EAPRO by:
- Developing and leading the delivery of a forward looking communications and campaigns strategies
- Raising awareness of the implications of population ageing in the East Asia/Pacific region, including through the implementation of thematic campaigns.
- Representing, storing and sharing the HelpAge network’s work effectively with global stakeholders through events, publications and the web
- Building HelpAge’s brand and ensuring consistent messaging and up to date, creative output
- Promoting the growth of the wider HelpAge network and movement supportive of adaptation to ageing societies
Areas of Responsibility:
Strategy
- Deliver an advocacy and communications strategy for the East Asia Pacific region 2016-2020
- Coordinate the definition of key messages related to the regional strategy, and design accordingly a delivery campaign approach, including key messages.
- Contribute to the regional strategy development
Leadership and management
- Promote innovation in communication tools and ways to deliver contents
- Promote creativity in the presentation and documentation of HelpAge’s work
- Ensure network members access to up to date information on ageing in the region
- Ensure that the Ageingasia.org website is fit for purpose.
- Support the growth of the HelpAge network
- Lead and direct communications team members and team planning, assigning responsibilities and assessing performance against agreed criteria.
- Build collaborative relationships with the team, colleagues, network members and external stakeholders.
Coordination
- Act as focal point for communication and campaign coordination with London office. Ensure that information is shared with the EAPRO team.
- Chair monthly regional meetings on communications and campaigns.
- Ensure the quality compilation, writing, editing, design, production and distribution of audience appropriate printed, audio-visual and digital materials.
- Enable coordination with network members in the implementation of campaigns initiatives including action days.
- Oversee the maintenance and growth of a regional network database
Monitoring, evaluation and learning
- Promote and manage evidence collection for the documentation of good practice in programmes and for its translation into campaign and communications materials
- Maximise communications and learning opportunities at the biennial conference through branding, recording and disseminating results.
- Ensure that project data relating to communications is received, analysed and reported through monthly.
- Prepare monthly and annual EAPRO communications reports and quarterly data reports
Fundraising
- Ensure that communications priorities and functions are reflected in the design of new regional proposals.
- Contribute to the development of new proposals as appropriate.
Teamwork
- Perform other related duties as assigned by the Regional Programme Manager, Regional Director or other senior staff

Person Specification: – The post is open only for Thai nationals.
Experience and knowledge
- Degree in relevant discipline, preferably in communications
- Five years’ experience in a communications, marketing or journalist role
- Experience in project management with a proven track record in meeting targets
- Experience of developing and implementing media, advocacy or marketing campaigns
- Experience of representing and organisation to the public or/and media
- Knowledge and understanding of human rights or civil society organisations

Salary: 50,000 Baht per month (Negotiable)
