The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.
ADPC has more than 29 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparations and follow up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination and catalytic facilitation and partnership to sub-regional mechanisms. Statement of Intent:
The Project Manager reports to the Department Head, Resilient Cities and Urban Risk Management (RCURM). His/her main responsibility is to lead and manage the project(s) assigned to him/her. He/she will work closely with members of RCURM department as well as other members of ADPC whenever is required.

It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibility.
Required Qualifications/ Selection Criteria:
- At least a Master’s degree in one of the following fields: Disaster Management, Rural Planning and Development, Urban Planning, and Social Science
- A minimum of 8 years of relevant experience including field experience in flood disaster risk reduction, of which 2 years should be at a management level in a comparable organization.
- Professional expertise and experience in at least one of the following key technical areas of RCURM: flood disaster risk management, urban risk management, and capacity building
- Familiarity with USAID programming, rules and regulations
- First-hand experience on community-level disaster risk management activities
- Familiarity with local and national government structure of the Thai government
- Working experience with Thai government agencies such as the Department of Disaster Prevention and Mitigation, Irrigation Department, and Department of Water Resources a valuable asset
- Thai language skill a valuable asset
- Ability to build strong partnerships and networking
- Excellent inter personal and public relations skills; pleasant personality; team oriented working style; demonstrated ability to work effectively and harmoniously in a multi-cultural environment
- A high degree of competence in management of strategy; management of change; leadership; planning; management of budgets; management of resources; monitoring; supervision; reporting; communication; networking; management of self; and management of others
- Desire to learn and undertake new challenges and new work
- Excellent English proficiency in oral and written communication, including a demonstrated track record in report writing and ability to communicate technical matters to general audience
- Willingness to frequently travel for project activities and corporate functions
General Requirements:
- Operate within all ADPC Guidelines & Procedures/ Policies;
- Provide ongoing capacity building training & development to ADPC staff as required.
Duties and Responsibilities:
Project Management
- Manage the project(s) assigned to him/her by providing strategic direction to achieve the project goals and sustainability of the project efforts
- Provide guidance and technical advice to members of the team to ensure their integration with other ADPC regional initiatives
- Guide partner institutions in implementing projects reflecting the ADPC core areas of competency in general and the RCURM department in particular
- Coordinate and communicate project implementation with other project managers and team members
- Conduct project monitoring and evaluation activities, managing result systems, developing progress reports, managing project finances and work plans
- Communicate project results to target audiences and maintain a network of relevant external partners that could play a part in future project development
- Lead the development of knowledge products from the project(s)
Corporate Responsibilities
- Provide technical resource inputs under key specialized areas to all other departments including ADPC training programs
- Participate in corporate functions and external events, as required
- Collaborate with government officials, NGOs, IGOs, donors, and other stakeholders at the international, national, sub-national, and community levels
- Initiate various documents to support the implementation of activities of ADPC such as contracts, statement of works for consultants, MoU, and agreements in accordance with the approved procedures and policies of ADPC
- Foster the one ADPC concept across the organization through
- Program delivery,
- Resource allocation,
- Shared accountability, and
- Inter-departmental collaboration
Reporting Relationship:
- Reports directly to the Department Head of RCURM department.
- Works closely and in collaboration with other ADPC staff.
