Organizational Context and Scope:
Under the general supervision of the Head of Sub-office in Mae Sot, Thailand, for administrative matters and direct supervision of the Chief Medical Officer (CMO) in Bangkok and Deputy CMO, in Mae Sot, Thailand, the incumbent will be responsible for medical examination and treatment of the refugees and migrants under Resettlement Migrant Health Assessment Programmes.
Responsibilities and Accountabilities:
The successful candidate will have the following duties and responsibilities:
1. Conduct health assessments of the refugees and migrants, including proper identification, review of the medical history, physical examination, re-reading of Chest X-rays (CXR) and review of laboratory test results, in accordance with the technical guidelines of the resettlement countries.
2. Provide vaccinations according to the technical instructions of resettlement countries.
3. Perform treatment of tuberculosis, sexually transmitted infections, and parasites and provide support to the HIV, TB and other counselling activities.
4. Record all relevant health data in standard forms, MiMOSA, eMedical and other relevant databases. Ensure completeness, accuracy and timeliness of the recorded information.
5. Make referrals for additional testing and treatment, if necessary; follow up patients on treatment. Liaise with the laboratories, radiologists, other external service providers, health providers in the camps, government and UN bodies regarding health issues of refugees and migrants, strictly adhering to the principles of confidentiality.
6. Support the CMO and Deputy CMO in the management of the various aspects of the Health Assessment Programmes: organization of workflow, supervision of the junior staff, medical procurement, quality assurance and quality control.
7. Participate in public health activities and health education activities.
8. Participate in public health collaborative projects with CDC and other entities, as required.
9. Participate in development of SOPs and other written internal documents.
10. In coordination with the CMO, liaise with in the health authorities in the US Centers for Disease Control and Prevention (CDC), DIAC, CIC and health authorities or IOM missions in other resettlement countries. If requested, represent MHD in the internal and external meetings.
11. Participate in data analysis related to the Health Assessment Programmes for presentation and programme planning.
12. Perform such other duties as may be assigned by COM or CMO.
Desired Qualifications:
• Thai or Burmese national.
• University degree in Medicine.
• At least 3 years of clinical experience, preferably with specialization in internal medicine or infectious diseases.
• Thorough knowledge of clinical medicine. Knowledge of tuberculosis management and experience in interpretation of chest X-ray images is a distinctive advantage.
• Knowledge of migration health assessment programmes is a distinctive advantage.
• Good command of spoken and written English; proven ability to write clearly and concisely.
• High level of integrity, understanding of ethical principles, respect for diversity, ability to work with refugees and migrants from different cultural backgrounds.
• Confident user of MS office; experience in using databases.
• Team-work orientated with capacity to work with minimal supervision. Ability and willingness to work in difficult conditions and travel frequently, including travel within Thailand and abroad.
• Awareness of gender issues.

Under the overall supervision of the Head of Sub-Office in Mae Sot and the direct supervision of the Senior Finance Assistance in Mae Sot, the incumbent will be assigned the following duties and responsibilities to handle the day-to-day transactions in Mae Hong Son.
Responsibilities and Accountabilities
The successful candidate will have the following duties and responsibilities:
Verify expense claims and ascertain that the equipment, supplies or services they refer to were duly received or provided before proceeding with payment request.
Verify receipts/invoices prior settlement/payment.
Handle the petty cash account of the sub office, execute cash payments, ensure proper documentation, maintain sufficient level of cash at all times and prepare the cash certificate at the end of each month.
Ensure that all supporting documentation and signatures are obtained before finalizing vouchers.
Enter payments, receipts and non-cash vouchers in PRISM FI and perform regular maintenance functions and monthly closing procedures.
Prepare monthly accounting returns package to be sent to Finance Department in Bangkok.
Settle expense claims for staff travelling to the border camps on TDY.
Prepare monthly funding request based on estimates from previous month expenditures.
Perform such other duties as may be assigned.
Education and Experience
Thai National
University degree in Finance/Accounting and with at least 4 years work experience in financial management of accounts
Experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Good team player with the capacity to work independently
Highly organized, flexible, and service-minded; responsible, honest and has a strong personal commitment
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; Respect for diversity and creative thinking
Computer/software literate, especially MS Office; experience in using SAP an asset
Good writing, communication and negotiation skills in both English and Thai
