Regional Monitoring, Evaluation and Program System Coordinator

Plan Asia Regional Office is looking for the following position to join our team. This is a local recruitment. The successful candidate will be offer package competitive to the local market. Please note that Plan will not be able to provide residential, visa and work permit.
Job Description:
Department & Location : Regional Monitoring, Evaluation and Program System Coordinator
Reports to : Head of Monitoring, Evaluation and Research, ARO
Purpose : To support the Head of Monitoring, Evaluation and Research (MER)
and to strengthen MER and learning systems across Plan’s 14
country offices and ensure technical quality of MER activities at the
regional level. The post-holder will also lead the effective use of the
Program Module in Plan’s new global (SAP) system, both at the RO
and across the COs.
Dimensions of Role
Contribute to improved Monitoring, Evaluation and Research practice:
Support Country Office M&E staff by providing hands-on technical assistance in all aspects of design, monitoring and evaluation, including the development and implementation of M&E systems and tools.
Review and strengthen CO database/Management Information Systems for the effective and timely use of information for decision making.
Support the Head of MER to strengthen the system for collecting, storing, analysing and communicating data on RO Program Monitoring Indicators.
Review Grant Agreement Documents submitted by COs to ensure high quality monitoring, evaluation and research (MER) components.
Lead and support Regional and Country staff in the implementation of Plan’s global Knowledge Management strategy and standards.
Coordinate the development and quarterly update of the ROs annual Evaluation and Research Plan.
Review terms of reference for RO and CO Evaluations and Research initiatives.
Monitor CO Evaluation and Research Plan’s and, where necessary, support offices to develop their plans, correct errors and update data quarterly.
Ensure key documents are uploaded to the global Programme Library on Plan’s intranet (Planet).
Control confidentiality, security, storage and destruction of data collected during RO Evaluation and Research initiatives in line with Plan’s global standards
Support the effective use of Plan’s Program System (SAP):
Ensure that all Regional Office (RO) staff are sufficiently trained in using the Program Module in Plan’s SAP system so that they are able to set up new Projects in SAP, maintain progress logs and complete project completion reports.
Review and endorse all new project information and project modifications and obtain approval from the Deputy Regional Director – Programs (DRD-P).
Support the development and analysis of monthly reports on RO projects and follow up on identified actions.
Develop and share a quarterly report with RO management on the quality and consistency of CO SAP program data.
Co-ordinate a network of SAP Program Module Subject Matter Experts (SMEs) from Plan’s 14 Country Offices (COs) in the region. Identify and share good practice and innovative solutions for quality data management and use.
Actively participate in Plan’s global SAP Program Module network (co-ordinated by International Headquarters).
Other:
Participate in RO program team meetings as appropriate

Dealing with Problems
Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
Successful communication with people with a variety of first languages and varying ICT skills, in multiple locations, is required. It is necessary for the post holder to use communication and corporate system tools adaptively, to meet these demands. The post-holder will need to handle challenges with pragmatism and flexibility and have the ability to convince people to modify practices and procedures that they have grown accustomed to.
Communications and Working Relationships
Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
High level contact: the Regional Office programme, finance and grants teams and Country Office MER teams and SAP Subject Matter experts (SMEs)
Medium level contact: other members of the Regional Office operations team and ICT staff at IH.
Low level contact: Programme Quality Department at IH.
Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives
Knowledge
Good knowledge of results based management and the design of M&E tools and systems
Knowledge of development issues, trends, challenges and opportunities
Familiarity with Microsoft Office software, particularly Excel and Access. Knowledge and practice experience with SAP systems an advantage
Knowledge of analysing data and summarising findings. Knowledge of specialist software (SPSS, STATA, epi-info, CSPro or similar) an advantage
Qualifications
Preferably a Master’s degree in a relevant area (demography, statistics, planning, development studies, social sciences or other relevant field).
At least 5 years of experience in planning, monitoring and evaluation of social development programs. Ideally this should include experience managing corporate systems and data bases. Experience and knowledge of using SAP would be advantageous.

Physical Environment and Demands:
May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.
Office environment, located at the Regional Office in Bangkok, Thailand. The post holder may occasionally be asked to travel within the region.

Low contact: No contact or very low frequency of interaction
