Consultancy: Unzip the Lips Campaign Coordinator

I. Background
In Asia and the Pacific, where most countries are experiencing concentrated HIV epidemics, it is impossible to address the structural drivers of HIV vulnerability without ending all forms of gender-based violence, ensuring universal access to sexual and reproductive health and rights (SRHR), and achieving gender equality. Across the region, women and girls within particular communities continue to be disproportionately affected by HIV.
Policymakers and programme managers have not always recognized which communities of women and girls are most at risk of, and affected by, HIV within their country context. Too often policies and services have failed to address the specific needs and rights of these populations. Key affected women and girls (KAWG) issues also need to be linked to the broader social and economic development discourse and global policy developments, to ensure that their needs are not overlooked in the global agenda. Addressing HIV through the lens of gender is crucial to ensure that KAWG are not left behind.
Unzip the Lips is a regional platform that aims to galvanize action on the rights of meaningful participation of KAWG in the context of HIV and its intersections with gender issues. Unzip the Lips defines KAWG as including: women and girls who are living with HIV, female sex workers, women and girls who use drugs, transgender women and girls, mobile and migrant women, female prisoners, women with disabilities, women in sero-discordant relationships as well as intimate female partners of men who engage in behaviors that put them at higher risk of HIV infection.
The Asia Pacific Alliance for Sexual and Reproductive Health and Rights is seeking a consultant for the position of Campaign Coordinator to lead the activities of the Unzip the Lips platform. The aim of the project, Nothing for Us, Without Us! is to serve as a catalyst for advancing the health and human rights of KAWG across Asia and the Pacific in the post-2015 development framework. This is a 6 month consultancy based in Bangkok, Thailand.
APA houses the Unzip the Lips platform, an informal, safe and inclusive space for multi-stakeholders dialogue on the issue of key affected women and girls in the context of HIV epidemic and its intersections with gender in Asia and the Pacific. Unzip the Lips works in close partnership with the UN Interagency Task Team (IATT) on Gender and HIV.
The Asia Pacific Alliance for Sexual and Reproductive Health and Rights brings together NGOs, donors
and other stakeholders with common goals to build a strong network to ensure everyone’s right to
health is fully achieved through the promotion and inclusion of sexual and reproductive health and
rights. Members of the network ensure the fulfillment of international commitments on sexual and
reproductive health, gender equality and HIV/AIDS in Asia and the Pacific. APA operates under the
auspices of Planned Parenthood Association of Thailand (PPAT).
II. Roles and Responsibilities
The consultant will develop and coordinate the Nothing for US, Without Us! Project under the
supervision of the Executive Director of the Asia Pacific Alliance for Sexual and Reproductive Health and
Rights (APA). The consultant will also report to the Technical Advisory Committee (TAC) for Unzip the
Lips. The consultant will be expected to:
Raise the visibility of the Unzip the Lips platform and its members as well as awareness of key
affected women and girls’ issues, and actively seek out new opportunities for showcasing
Unzip the Lips;
Coordinate the activities of a platform of community based organizations and advocates and
undertake joint action and build evidence on cross-cutting priority issues including HIV, sexual
and reproductive health and rights, and gender-based violence, and the post2015 development
agenda;
Mobilize communities to respond to global/regional and/or national policy developments and
to influence the advancement of policy and law in regards to women’s health and human
rights. Coordinate the UNZIP the Lips response in consultation with additional partners and
stakeholders;
Strengthening outreach and coordination of Unzip members and partners involved in the
project through efficient and effective internal communication;
Develop the Unzip member’s capacity to engage with various international frameworks and
bodies, and facilitate their participation to conferences, workshops, and meetings; such as a
consultation with ASEAN. This includes development of talking points in collaboration with
Unzip the Lips members and partners, and a process for selecting participants;
Develop and implement social media campaigns in conjunction with project activities, and lead
the development of a multimedia presentation, enhance the capacity of Unzip members to
utilize these tools;
Maintain the Unzip the Lips website and update it with new resources, tools and current
developments;
Create dissemination and outreach plans for UNZIP briefs and publications, this could include
press releases and additional communications materials;
Contribute to resource mobilization and sustainability of the platform.
III. Experience and Qualifications
The ideal candidate will be a skilled advocate with advanced project coordination skills, and the
following:
• A Master’s degree in social sciences or communications; or Bachelor’s degree with two
years equivalent experience;
• Knowledge of the field of HIV and AIDS and its intersections with gender, and the
application of the human rights based approach;
• Familiarity with the post-2015 development agenda, the Beijing Platform for Action and
the International Conference on Population and Development (ICPD).
• Accustomed to working with and mobilizing community based organizations and
networks, and in particular key HIV affected communities;
• Experience designing and implementing social media campaigns, working with media specialists, and website management;
• Excellent interpersonal skills with ability to listen and communicate complex information both orally and in writing to a range of audiences;
• Ability to communicate fluently in English, both written and spoken;
• Ability to work in an international and multi-cultural team;
• Ability to travel for work and meet strict deadlines plus a willingness to work long hours
IV. Expected Deliverables
The following list is tentative and may change based on discussions with the supervisor. Additional deliverables may be included that are not listed in this vacancy announcement.
Electronic Newsletters: Draft and disseminate two to three editions of an electronic newsletter that aims to showcase advocacy efforts on priority issues and activities of the Unzip member organizations.
Thematic Briefs: Production of one or two thematic briefs on identified KAWG topics. This could include coordination of expert input on the briefs from stakeholders, design and printing, and drafting and implementation of dissemination plans.
Advocacy Guide: Production of an illustrative guide which aims to increase engagement with CEDAW and UPR shadow reporting tailored for key affected women and girls. This could include contributing to content and design, and drafting and implementing a dissemination plan in collaboration with UN partners.
Multimedia Toolkit: Development of a multimedia toolkit for a campaign launch including an interactive presentation with video and social media tools. This includes development of the presentation in accordance with a terms of reference, and identifying and training young advocates on the usage of the toolkit.
The coordinator will be supplied with a detailed handover plan, including pending tasks for each activity, list of key contacts, concept notes for the communication materials, and any other key documents.
V. Duration of Assignment and Organizational Arrangements
The consultant is required to work full time for the duration of the consultancy. Normal hours of working will be 9:00 am to 5:30 pm (Monday to Friday: 8 hours a day with half-an-hour lunch break). Occasionally, the consultant may be required to work extra hours or on weekends to be able to complete the agreed tasks.
The consultant will be expected to follow the M&E plan.
VI. Remuneration
The consultant will be paid a monthly rate of THB 55,000. This is a locally appointed position and relocation and accommodation costs will not be covered. The consultancy rate may be negotiable depending on the demonstrable level and depth of relevant experience.
